The Ministry of Education and Training has just issued Circular No. 19/2026/TT-BGDĐT amending and supplementing a number of articles of Circular 29/2024/TT-BGDĐT regulating tutoring. The new Circular will take effect from May 15, 2026.
One of the notable points, Article 3 of Circular No. 19/2026/TT-BGDĐT amends Article 6 as follows:
“1. Organizations or individuals organizing tutoring and extra classes outside the school that collect money from students (hereinafter referred to as tutoring establishments) must comply with the following requirements:
a) Business registration according to the provisions of law;
b) Publicly and regularly update on the electronic information page or list at the place where the tutoring facility is located about the subjects being organized for tutoring; tutoring time for each subject according to each grade level; location, form, time of organizing tutoring and extra classes; list of tutors and tutoring fee levels before enrolling tutoring and extra classes to ensure the participation of students, families and the social community (according to Form No. 02 in the Appendix attached to this Circular).
2. Part-time teachers outside the school must ensure good moral qualities; have professional competence suitable for the subject participating in part-time teaching.
3. Teachers who are teaching at schools when participating in extra tutoring outside the school must ensure compliance with the teacher's code of conduct according to regulations, are responsible for reporting to the Principal on subjects, locations, forms of extra tutoring, relationships with the registered business entity of the extra tutoring facility, time to participate in extra tutoring before starting and promptly update when there are changes to the reported content, ensure transparency, and prevent conflicts of interest in extra tutoring activities".

According to current regulations, Article 6 (Circular 29/2024/TT-BGDĐT) on tutoring and extra classes outside the school is as follows:
1. Organizations or individuals organizing extra classes and tutoring activities outside the school that collect money from students (hereinafter referred to as extra classes establishments) must comply with the following requirements:
a) Business registration according to the provisions of law;
b) Publicize on the electronic information portal or list at the place where the tutoring facility is headquartered about the subjects being organized for tutoring; tutoring time for each subject according to each grade level; location, form, time of organizing tutoring and extra classes; list of tutors and tuition fee levels before enrolling tutoring and extra classes (according to Form No. 02 in the Appendix attached to this Circular).
2. Part-time teachers outside the school must ensure good moral qualities; have professional competence suitable for the subject participating in part-time teaching.
3. Teachers currently teaching at schools participating in extra classes outside the school must report to the Principal or Director or head of the school (hereinafter referred to as the Principal) on the subject, location, form, and time of extra teaching participation (according to Form No. 03 in the Appendix attached to this Circular).
Thus, one of the notable new points from May 15th is that teachers teaching outside the school must report on subjects, locations, forms, and time of participating in tutoring, and also report on their relationship with the entity registered to operate a tutoring facility.
