Ministry of Education and Training: Amending Circular 29 in the direction of not prohibiting proper tutoring and extra classes
The Vietnamese Ministry of Education and Training is seeking opinions to amend Circular 29/2024/TT-BGDĐT in the direction of not prohibiting legitimate tutoring and extra classes, ensuring the legitimate learning rights of students and the teaching rights of teachers. The focus of the draft is to strengthen management, prevent disguised tutoring, coercion of students or profiteering, and at the same time clarify the boundaries between tutoring and legal educational activities in schools.

The draft also emphasizes tightening the responsibility and professional ethics of teachers, and at the same time granting autonomy to principals in organizing tutoring according to actual needs. Some opinions suggested clarifying the concept of "legitimate needs" and being more flexible in tutoring content so as not to exceed knowledge standards and to be able to train excellent students. However, the Ministry affirmed that tutoring is not organized for elementary school students, because they have studied 2 sessions/day according to regulations.
After a period of implementation, Circular 29 has positive aspects such as limiting rampant tutoring, reducing "voluntary" pressure, but also causes controversy. Many parents reflect that they have to send their children to study outside the center with costs 2-3 times higher, while the quality is difficult to control, showing the need to adjust policies to suit reality. Choosing a university major - don't follow trends
Before the 2026 enrollment season, students and parents in Ho Chi Minh City are increasingly cautious when choosing majors, instead of chasing after "hot majors". Many students spend time learning carefully about majors, training programs and job opportunities, thereby adjusting their aspirations according to personal preferences and orientations instead of choosing according to trends.

According to MSc Cu Xuan Tien (University of Economics and Law), when choosing a major, it is necessary to base on the "triad" of interests - capacity - social needs, in which interests are the most important factor. Students should learn carefully about the major first, then choose a school and compare the benchmark scores. With the new regulation that only a maximum of 15 aspirations can be registered, candidates should be divided into 3 groups: Dream aspirations, suitable and safe to increase the chances of admission.
M.A. Cu Xuan Tien also warned that chasing "hot" industries such as information technology, artificial intelligence or data science can be stressful if it is not suitable for their abilities. In fact, there have been many cases of students having to change majors or retake exams due to incorrect initial choices, showing that understanding themselves and carefully studying the major is a decisive factor for long-term success.
