Circular No. 19/2026/TT-BGDĐT of the Ministry of Education and Training amending and supplementing a number of articles of Circular 29/2024/TT-BGDĐT regulating tutoring will take effect from May 15, 2026.
One of the new points of the Circular is the abolition of Article 10, Article 11 of Circular 29/2024/TT-BGDĐT. In comparison with regulations, 2 Articles are abolished as follows:

Article 10. Responsibilities of the District-level People's Committee
1. Responsible for managing tutoring and extra classes in the area.
2. Guiding and inspecting the implementation of regulations on tutoring and extra classes in the area; handling or proposing to competent authorities to handle violations.
3. Direct the People's Committees of communes to supervise and inspect the compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, and fire and explosion prevention of organizations and individuals tutoring and learning extra classes outside schools in the area.
Article 11. Responsibilities of the Department of Education and Training
1. Preside over and coordinate with relevant agencies to implement the management of extra classes and tutoring in the area.
2. Guiding and organizing the implementation of regulations on tutoring and extra classes for schools, organizations and related individuals under management.
3. Organize or coordinate with relevant agencies to organize inspections of tutoring and extra classes in the managed area; handle violations according to their authority or propose competent authorities to handle violations.
Circular 29/2024/TT-BGDĐT takes effect from mid-February 2025, stipulating that secondary and high schools are only allowed to tutor (free of charge) for 3 groups: Students with unsuccessful academic results in the last subject of the immediately preceding semester; Students selected for excellent student training; Students of final grades (9, 12) preparing for exams.
