From July 2024, according to Decree 73 of the Government, in addition to increasing the basic salary, for the first time teachers and employees in public schools will have a bonus regime including occasional and annual bonuses. This bonus is paid at the end of the year, coinciding with the Lunar New Year holiday. This year's Tet is the first year that teachers and employees in public schools will receive this bonus from the budget.
On November 26, the Ministry of Home Affairs issued Official Dispatch 7585/BNV-TL to guide the implementation of the bonus regime according to Decree 73/2024/ND-CP.
Accordingly, in the process of implementing the bonus regime, it is recommended that the head of the competent authority managing or being delegated the authority to manage cadres, civil servants and the head of the public service unit develop the Bonus Regulation of the agency or unit in accordance with the provisions of Clause 3, Article 4 of Decree 73/2024/ND-CP, noting the following contents:
The subjects applying the bonus regime shall comply with the provisions of Clause 2, Article 2 of Decree 73/2024/ND-CP.
Stipulate reward criteria based on outstanding work achievements (expressed in specific products and results) and reward criteria based on the results of assessment and classification of annual task completion levels of salaried employees in agencies and units;
The bonus level for cases of bonuses based on outstanding work achievements and cases of bonuses based on the results of annual task completion assessment and classification does not necessarily have to be linked to the salary level according to the salary coefficient of each person.
Regarding the process and procedures for considering rewards, it is proposed to classify them into two implementation contents: bonuses based on outstanding work achievements and bonuses based on the results of assessment and classification of annual task completion level.
Thus, from the 2024-2025 school year, specifically December 31, 2024, according to Official Dispatch 7585/BNV-TL of the Ministry of Home Affairs guiding the implementation of the bonus regime according to Decree 73/2024/ND-CP, teachers will receive unexpected bonuses and bonuses according to the level of evaluation and classification of civil servants.
Teachers who make efforts in their work, are evaluated by the head of the unit as having completed their tasks or better, and are eligible for bonuses according to the unit's regulations (approved by superiors) will receive a year-end bonus.
In 2024, the bonus amount deducted from 10% of the salary fund will start from July 1, 2024 (the time of increasing the basic salary and having bonus regulations according to Decree 73/2024/ND-CP) to December 31, 2024, which is 6 months.
However, each person will receive differently depending on the level of good and excellent completion of tasks according to the unit's reward regulations.
A junior high school teacher in Hanoi shared that he had just received a notice from the principal about receiving an additional salary (13th month salary). Depending on the level of work completion, the bonus will change and the school will pay this bonus before the 2025 Lunar New Year holiday.
"The decision and bonus regulations are stipulated in Decree No. 73/CP and have been approved by the school. This year is the first year that our teachers have received the 13th month salary. This is truly a great joy for teachers" - this teacher shared.
