Teachers petition because they have not received policies
Over the past time, many teachers, especially in secondary and high schools in Hanoi, have proposed to the city to "add teachers to the group eligible for increased income" according to Resolution No. 46/2024/NQ-HDND.
This is also the content that Lao Dong Newspaper has repeatedly reflected and proposed to ensure income equity among civil servants in the education sector.
Regarding this issue, the Hanoi Department of Home Affairs has issued a written response.
According to the Department of Home Affairs, Clause 3, Article 15 of the 2024 Capital Law (Law No. 39/2024/QH15) was passed by the National Assembly on June 28, 2024 and takes effect from January 1, 2025, stipulating: "Officials, civil servants, public employees working in state agencies, political organizations, Vietnam Fatherland Front, socio-political organizations and public non-business units who are guaranteed by the state budget for all regular expenditures under the City's management are entitled to additional income based on their capacity and work efficiency".
Implementing the Capital Law, the Department of Home Affairs has chaired and coordinated with relevant agencies and units to advise and submit to the City People's Committee to submit to the City People's Council for promulgation Resolution No. 46/2024/NQ-HĐND stipulating additional income expenditures for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations and public non-business units that are guaranteed by the state budget to cover all regular expenditures under the management of Hanoi City to be implemented in 2025 and 2026.
At the same time, this agency clarified the criteria for determining beneficiaries: "Public non-business units guaranteed by the state budget for all regular expenditures are units... without revenue sources determined according to regulations...".
On that basis, the Department of Home Affairs affirmed: "Public non-business units without revenue sources as prescribed above are subject to and within the scope of enjoying the policy of spending additional income...".
This was also reiterated in the process of responding to previous recommendations: "Public non-business units without revenue sources... are the subjects and scope of beneficiaries of the additional income policy". According to current regulations, schools with revenue sources and implementing financial autonomy mechanisms will not be subject to this policy.
The city is studying proposals to amend the Capital Law
Regarding the proposal to "add teachers to the group eligible for increased income", the Hanoi Department of Home Affairs said that the city has taken steps to study adjustments at a higher level.
Currently, the City People's Committee is assigning the Department of Justice to preside over and coordinate with relevant departments, agencies, and sectors to review and propose contents to amend and supplement the Capital Law and specific mechanisms and policies to meet the development requirements of the Capital in the new period.
The Department of Home Affairs will coordinate with the Department of Justice and relevant agencies to summarize the above reflections to advise the City People's Committee in the process of developing contents for proposing amendments and supplements to the Capital Law.
This is the basis for considering expanding the beneficiaries in the coming time, opening up expectations for policy adjustments in a fairer direction, so that the teaching staff is no longer outside the income improvement policies.
