Teachers who requested overtime pay were told by the school that this was an activity initiated by the Party cell, and that Party members had to participate. The school did not pay overtime for teachers who participated in movements initiated by the Party cell, trade union, youth union, etc. during the summer vacation.

According to the provisions of Clause 11, Article 1 of Circular No. 15/2017/TT-BGDDT amending and supplementing a number of articles of Circular No. 28/2009/TT-BGDDT, the school principal shall, based on the actual situation, prescribe the conversion into teaching periods after receiving the consent of the Head of the Department of Education and Training, the Director of the Department of Education and Training according to the management hierarchy, only applicable to professional activities that have not been regulated.
However, every year, the Central Propaganda Department always issues a plan for summer political theory training for lecturers and teachers of the national education system. Therefore, participating in annual summer political theory training is the responsibility of teachers who are party members, not part of their professional work.
