Public high school students are exempted from tuition fees from the 2025-2026 school year
On February 28, 2025, the Politburo decided to exempt all tuition fees for students from preschool to high school in public schools nationwide. The implementation time is from the beginning of the new school year 2025 - 2026 (September 2025 onwards).
Resolution No. 217/2025/QH15 dated June 26, 2025 of the National Assembly agreed to exempt tuition fees for preschool children, primary school students, and students studying general education programs in public educational institutions starting from the 2025-2026 school year.
Thus, all public preschool, primary, secondary and high school students will be completely exempted from tuition fees from the 2025-2026 school year.
In addition, the Government stipulates a policy of reducing tuition fees by 50 - 70%, supporting learning costs for many poor students, students in difficult circumstances, students subject to social policies, ethnic minority students (study in public schools and private schools).

Students reviewing for the final exam in school do not have to pay for extra classes
Circular 29/2024/TT-BGDDT of the Ministry of Education and Training stipulates 3 subjects are allowed to teach extra classes in schools and are not allowed to collect fees, including: Students with results in post-school subjects at the level not yet achieved; Students selected by the school to train excellent students; Senior students voluntarily register to review for entrance exams and graduation exams according to the school's education plan.
Thus, final year students who voluntarily register to review for the graduation exam or entrance exam according to the school's plan will be responsible for reviewing this exam, within the education plan and will not be charged. Therefore, these students do not have to pay for extra classes in school.
In fact, senior students always have a great need for extra classes. 9th graders will take extra classes to take the 10th entrance exam. 12th graders take extra classes to take the graduation exam and get the results for university admission.
In previous school years, senior students such as grade 9 and grade 12, if they need to study at school during the final exam review period, will have to pay the fee.
But from the 2025-2026 school year, if schools have a plan to review for the exam, students will no longer have to worry about paying for extra classes.
Support at least 50% of health insurance for students
Decree No. 188/2025/ND-CP, dated July 1, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance, including the content of raising the level of health insurance support for students from 30% to a minimum of 50%.
This is a new policy to help reduce the financial burden on families with children studying, contribute to increasing the health insurance coverage rate among young people, expand access to health services, and gradually realize the goal of universal health insurance coverage.
Currently, the monthly health insurance contribution rate for students is calculated at 4.5% of the basic salary. Of which, the basic salary is applied at VND 2,340,000/month.
The health insurance contribution rate for each student in a year is 4.5% x 2,340,000 x 12 months = 1,263,600 VND/year.
From next school year, when implementing the new minimum support level of 50% from the state budget, students will pay a maximum of 631,800 VND/year. Compared to the previous payment level, students receive an additional 252,720 VND/year.
