On September 7, the Department of Education and Training (GDĐT) of Ha Tinh informed that the Director of the Department of GDĐT of Ha Tinh has just signed and issued a document guiding the implementation of tuition policies, student support and collections in the 2026-2027 school year.
Accordingly, preschool children, general education students and learners of general education programs at public educational institutions under the national education system are exempt from tuition fees.
Preschool children, general education students and learners of general education programs at private and semi-public institutions are supported with tuition fees. The support level is implemented according to Resolution No. 180/2025/NQ-HDND of the Ha Tinh Provincial People's Council.
For public schools, schools must proactively prepare and approve a list of students eligible for tuition fee exemption and support within 10 working days from the opening day.
Private, semi-public kindergartens and private general schools must also make a list of learners eligible for support and send it to the commune-level People's Committee or Department of Education and Training for appraisal and approval within the above deadline.
Notably, the Department of Education and Training requires educational institutions not to require students or parents to make applications for tuition fee exemption and support.
For private and semi-public educational institutions, the adjustment level of tuition fees and educational service prices must comply with regulations. The maximum increase rate is no more than 10% for preschool and general education and no more than 15% for higher education and vocational education compared to the 2025-2026 school year.
Educational institutions must organize periodic monthly tuition collections. Collections once for the whole semester or the whole school year are only carried out when learners or parents are voluntary.
For learners who are orphans, disabled, or poor households, tuition fee support is paid directly according to regulations.
Regarding service fees and support for educational activities at public kindergartens and general schools, the Ha Tinh Department of Education and Training said that it will have guidance after the Provincial People's Committee issues regulations on the list, collection levels and management mechanisms for revenue and expenditure.
The Department of Education and Training also requests schools to control tuition fees, publicize all fees, collection levels and prevent over-collection at the beginning of the school year; not to take advantage of education socialization to increase parents' contributions or replace state budget funds that must be ensured.
Educational institutions that cause overcharging, collection not in accordance with regulations or organize tutoring and extra classes in violation of regulations, the head must be responsible.
Commune and ward People's Committees must publicize the list of educational institutions violating overcharging, tutoring, and extra classes not in accordance with regulations in the mass media within 3 days from the time of detecting violations.
