Hai Phong - Hai Phong requests to rectify the organization of semi-boarding meals, tutoring, extra classes and competitions for students.

Hai Phong City People's Committee has just requested to rectify and strengthen the management of semi-boarding meals, tutoring, extra classes and competitions, contests, and playgrounds for students in the area.

According to Hai Phong City People's Committee, the work of caring for, nurturing, and educating students has been concerned and implemented. However, through feedback and management practice, there are still some issues that need to be further rectified to ensure the legitimate rights and interests of students and parents, build a safe, healthy, public, and transparent educational environment, avoid formality and unnecessary pressure.

Regarding semi-boarding meals, the Department of Education and Training is assigned to guide, urge, and inspect educational institutions to strictly implement regulations on food safety, quality, nutrition, rations and quantities suitable for age, especially at preschool and primary school levels.

Schools must publicize menus, collection levels, and expenses related to semi-boarding meals, creating conditions for parents to supervise. The Department of Health coordinates to inspect the origin, quality of food, kitchen conditions, processing, preservation, transportation, portion distribution and food sample storage.

Regarding tutoring and extra classes, Hai Phong requires them to be implemented for the right subjects, based on needs, voluntariness and with the consent of parents or guardians. Schools are not allowed to collect tuition fees from students, not to use any form to force tutoring; not to cut back on official curriculum content to include in tutoring, not to pre-teach the program to create extra classes needs, and not to use test and assessment results to create pressure.

People's Committees of communes, wards, and special zones are required to review and update non-school tutoring facilities that collect fees, check operating conditions, business registration, collection levels, security, order, and fire prevention and fighting.

For competitions for students, the Department of Education and Training is required to review and cut competitions and contests; ensure compliance with the program, level of education, age and student psychology, avoid overlap, duplication, and chasing after achievements.

Schools are not allowed to force students to participate in non-compulsory competitions, not to take participating or winning prizes as criteria for evaluating, ranking students or emulation. Participation must be voluntary, not stressful, affecting study and rest time.
