On September 9, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh signed and issued Decision No. 67 regulating tutoring and extra classes in Lam Dong province, effective from September 18, 2026.
Regulations apply to Departments of Education and Training, People's Committees of communes, wards, special zones; organizations and individuals organizing tutoring and extra classes and related units and individuals. The content focuses on management responsibilities, organizational costs, inspection, examination and handling of violations.
In which, the Department of Education and Training and the Commune-level People's Committee must establish and publicize hotline phone numbers on the Unit's Electronic Information Portal or at the headquarters.
Similarly, at schools, principals must set up and publicize hotline phone numbers on the school's electronic information page or list them at the school. These channels are used to receive and handle feedback on tutoring activities that violate regulations of teachers teaching at the school.
The principal is responsible for organizing information and guiding teachers to implement regulations on extra classes and tutoring.
The principal must also promptly remind, rectify or handle according to their authority; cases beyond their authority must be proposed to functional agencies for handling. The head of the school is also responsible if prolonged and complicated tutoring and extra classes violations occur within their management scope.
Tutoring facilities must comply with the regulations in Circular No. 29/2024/TT-BGDĐT and amended and supplemented by Circular No. 19/2026/TT-BGDĐT. They must ensure the quality of tutoring and extra classes and the rights of students taking extra classes and tutors; as well as be subject to inspection and examination by competent authorities.
Another notable point is that tutoring and extra classes in schools are not charged to students. Organizational expenses are used from the state budget and other legal funding sources as prescribed.
Regarding inspection, tutoring and extra classes in the province are subject to inspection by the agency performing the inspection function according to regulations. The Department of Education and Training, the Commune People's Committee and relevant agencies and units are responsible for coordinating inspection.
Establishing channels to receive feedback at many levels helps learners, parents and people have a focal point to report when detecting tutoring and extra classes that are not in accordance with regulations. At the same time, it increases the responsibility of management agencies and heads of educational institutions in detecting, rectifying and handling violations.
