Hai Phong City People's Committee assigned the Department of Education and Training to preside over and coordinate with departments, branches, and localities to fully prepare facilities, schools, teaching staff, textbooks and teaching equipment; organize a solemn, economical, scientific, and appropriate opening ceremony. At the same time, synchronously implement solutions to prevent and stop school violence; strengthen education on national history, ethics, lifestyle, and build a healthy, disciplined, and humane educational environment.
Units strictly control tuition fees, rectify negative phenomena in tutoring, extra classes and achievement disease; publicize revenues and expenditures in schools; do not abuse socialization of education to increase the burden of parents' contributions or replace the budget that must be ensured.
Units must also strictly handle the situation of forcing learning, suggesting extra classes, putting pressure on students and parents; improve the quality of formal education, reduce exam pressure, ensure transparency in enrollment, adjust programs appropriately and improve the motivation of teachers.
The Department of Construction shall take the lead in reviewing and advising on ensuring the planning of land funds for school construction, especially in areas with mechanical population growth, large urban areas, industrial parks and difficult areas.
The Department of Finance advises on allocating funds according to regulations, guiding the management and use of resources publicly, transparently, and effectively to serve the new school year.
The City Police, Department of Health, Department of Culture, Sports and Tourism, Department of Home Affairs and related units coordinate to ensure school security and safety, take care of students' health, and build a safe and healthy educational environment.
People's Committees of communes, wards, and special zones are fully responsible for the preparation for the 2026-2027 school year in the area; reviewing facilities conditions, ensuring school security and safety; proactively planning land funds for education development, strengthening state management of educational institutions and promptly handling or reporting to competent authorities for arising difficulties and problems.
