Principal downgraded due to teacher giving birth to third child
On July 26, a principal of a public school in Nghe An said that he is facing disadvantages in the process of considering and selecting management staff after schools are arranged and merged.
According to the principal, in the 2023-2024 school year, the school achieved many achievements, and he was proposed to be ranked as completing tasks excellently. However, because the school has a teacher who gave birth to a third child, at the end of the year, he was only ranked as completing tasks.
Being reduced in ranking for one year is putting this principal at risk of not meeting the priority order when the locality selects and arranges principals at schools after the merger.
The principal believes that the head of the school is responsible for propagating and mobilizing officials and teachers to implement population policies, but cannot completely control the decision to have children of each family.
Having children belongs to family life and the decisions of each individual. The Principal has propagated and mobilized but cannot control it. Taking an unforced obligation to evaluate the management capacity of the head is not satisfactory" - the principal said.
According to this person, the process of selecting management officials after the merger needs to be comprehensively assessed, based on the capacity, prestige, personal achievements and actual results of the school. In case the ranking level is lowered just because a teacher has a third child, it needs to be considered separately, to avoid an old criterion affecting the career opportunities of officials in the long term.
From March 20, 2025, the act of having a third child will no longer be considered for Party disciplinary action according to Guidance No. 15-HD/UBKTTW of the Central Inspection Committee.
Non-compulsory priority criteria
Talking to a reporter of Lao Dong Newspaper, a representative of the Nghe An Department of Education and Training said that the assessment and ranking of the above-mentioned principal previously belonged to the authority of the district level.
According to a representative of the Nghe An Department of Education and Training, if the principal's ranking is lowered just because a teacher in the school has a third child, the district level's handling at that time is inappropriate. However, the principal did not have any opinions or recommendations immediately after being evaluated and ranked.
Representatives of the Department added that in recent years, when considering achievements and forms of high-level commendation, the Nghe An Education sector does not count cases of being disciplined or having achievements affected due to having a third child.
Regarding the arrangement of management staff after the school merger, the Nghe An Department of Education and Training has just developed a draft on priority order, not mandatory criteria to eliminate staff.
The selection must also be based on the achievements of the unit, the achievements of the person in charge and is considered by the Party Committee and People's Committee of the commune level. The criteria for arranging principals also need to be specified, and cannot be evaluated in general" - a representative of the Nghe An Department of Education and Training informed.
