On July 22, Mr. Nguyen Van Khoa, Director of the Department of Education and Training of Nghe An province, said that the unit has issued a document guiding the review and development of plans to arrange public educational institutions in the area.
The goal of the Nghe An Education sector is to reduce at least 35% of existing public preschool, general education, continuing education and vocational education institutions. The arrangement process must ensure that it does not affect students' learning rights, access to education opportunities and teaching quality.
The Department of Education and Training requests localities not to arrange mechanically just to achieve the goal of reducing focal points. The school restructuring plan must be consistent with the two-level local government model, socio-economic development planning, population size and geographical conditions of each region.
The principle set out is not to merge kindergartens with general schools; not to merge general schools with continuing education centers or vocational education - continuing education centers; not to arrange specialized educational institutions with mass general schools.
Localities prioritize arranging same-level institutions, inter-level schools with close locations, small scale or located in areas with special conditions.
For preschool, primary and secondary school levels, the arrangement is carried out within the scope of a commune-level administrative unit. Each commune and ward must have at least one kindergarten, one primary school and one secondary school or one inter-level primary - secondary school.
Schools that do not meet minimum facilities standards will be considered for dissolution or merger. In case dissolution is not possible, the locality must study planning and invest in new school sites to gradually reorganize the school sites.
For the high school block, Nghe An will study arranging schools located in the same commune level, with small school and class sizes; and consider merging high schools with secondary schools in appropriate cases.
Continuing education centers are oriented to merge into inter-regional vocational education - continuing education centers, organizing training at headquarters and practice locations according to regulations.
After arrangement, schools must reach the minimum scale prescribed by the Provincial People's Committee. In case a commune has two or more schools at the same level of education, the locality must merge at least one school, even if the schools all meet the scale standards, except for special cases that the Education sector has agreed to keep unchanged.
The two proposed models include a large-scale single-level school with branches, school sites and a large-scale multi-level general education school.
The Department of Education and Training of Nghe An province is expected to complete the project to arrange, establish, merge or separate educational institutions before August 10 to deploy from the beginning of the 2026-2027 school year.
For management officials, teachers and redundant personnel, localities must develop plans for job arrangement, retraining or resolving regimes and policies. The Education sector also requires flexible use of staff through mobilization, assignment, transfer or arrangement of teachers to teach in inter-schools and inter-point schools.
