On August 11, the Hanoi People's Committee issued Official Letter No. 4537 on the implementation of Resolution No. 18/2025/NQ-HDND (Resolution 18) regulating the mechanism for supporting boarding meals for primary school students in Hanoi in the 2025-2026 school year.
Accordingly, the City People's Committee requested the Department of Education and Training (DET) to coordinate with units to increase propaganda and disseminate to parents about the mechanism for supporting boarding meals.
Coordinate with relevant units based on current regulations, direct the organization of boarding meals to ensure energy and nutrition for students to meet their learning needs, develop physical and intellectual strength according to age; review facilities and necessary conditions to best meet the requirements for organizing boarding meals for primary school students...; preside over and coordinate with relevant units to guide the process of compiling a list, number of students and budget estimates to support boarding meals for primary school students according to regulations.
At the same time, preside over and coordinate with the Department of Health and related units in inspecting and supervising the work of ensuring food safety and ensuring nutrition for boarding meals; preside over and coordinate with relevant units to inspect the implementation of Resolution 18.
The Department of Finance shall preside over and coordinate with the Department of Education and Training and related units to guide the process of establishing, allocating, assigning estimates and settling state budget funds to support boarding meals.
The Department of Health shall preside over and coordinate with relevant units based on regulations of the Government, the Ministry of Education and Training, and the Ministry of Health, provide nutritional guidance for school meals for educational institutions to ensure adequate energy and necessary nutrients for students, meet learning needs, and develop physical and intellectual strength according to age.
The People's Committees of wards and communes direct and implement Resolution 18 and related guiding documents of relevant sectors for educational institutions under the management decentralization and educational institutions under universities, colleges, research institutes... in wards and communes, ensuring appropriate support for the target, publicity, transparency, and compliance with legal regulations.
Resolution 18 of Hanoi stipulates the mechanism for supporting boarding meals for primary school students, including both public and private schools in the city, excluding schools with foreign investment.
Accordingly, there are 2 groups of beneficiaries of this policy with different levels of support. A group of students from 23 schools in mountainous communes and banks in the middle of the Red River were supported with 30,000 VND/day in meals.
The remaining group of students was supported with 20,000 VND/day in meals.
In case parents and schools agree on a higher food allowance than the state's support level, the difference will be collected from students.
