The Office of the Hanoi People's Committee has just issued a Conclusion Notice of Vice Chairman of the City People's Committee Vu Thu Ha at the meeting to deploy the organization of boarding meals at public schools in the 2025-2026 school year.
According to the direction, to ensure the organization of boarding meals is effective, safe and suitable for the target audience, the City People's Committee assigned the Department of Education and Training to preside over and coordinate with the Department of Finance to advise on the issuance of a document regulating the mechanism for supporting boarding meals for primary school students.
At the same time, coordinate with the Department of Culture and Sports to widely disseminate to the People and related units; review policies, ensure proper implementation to beneficiaries. The Department of Finance provides specific guidance on the preparation, allocation, assignment of estimates and settlement of support funds for units under its management.
Regarding the plan to organize boarding meals, the Department of Health is assigned to coordinate with the Department of Industry and Trade, the Department of Agriculture and Environment and related units to develop criteria for evaluating food suppliers, processed materials and drinks, and submit a report before July 14, 2025.
On that basis, the Department of Education and Training and the People's Committees of wards and communes will organize the selection of appropriate suppliers. In addition, the Department of Health periodically or suddenly inspects, supervises, and promptly advises on handling contents beyond its authority.
The Department of Education and Training is also assigned to coordinate with units to guide public preschool and general education institutions to manage revenue and expenditure of educational support services, ensuring consistency and unity, to be completed before July 15, 2025.
Along with that is the task of reviewing and summarizing the implementation of Resolution 03/2024; assessing facilities, proposing funding needs to the Department of Finance to ensure the conditions for organizing boarding meals meet requirements.
In order to strengthen food safety control in the area around schools, the City People's Committee assigned the Department of Health to coordinate with relevant units to develop a control plan according to the two-level local government organization model to completely handle the situation of street vending.
The Department of Education and Training coordinates with the Department of Culture and Sports, People's Committees of wards and communes to direct educational institutions to strengthen propaganda to parents and students about resolutely " say no to dirty food".
The City Police and local authorities continue to step up inspection work, strictly handle violations such as street vending, encroachment on sidewalks and illegal roads around school areas.
