The Hanoi People's Committee has just issued Official Letter No. 4537/UBND-KGVX on the implementation of Resolution No. 18/2025/NQ-HDND dated July 9, 2025 of the City People's Council.
The Resolution stipulates the mechanism for supporting boarding meals for primary school students in Hanoi in the 2025-2026 school year.
The City People's Committee requests the Departments; Hanoi City Tax; State Treasury Region I, People's Committees of wards and communes; educational institutions (with beneficiaries) and related units to implement a number of tasks, specifically as follows:
The Department of Education and Training coordinates with the Department of Culture and Sports to disseminate support mechanisms to parents and society. Direct schools to organize boarding schools in accordance with regulations, ensuring nutrition and safety. Reviewing facilities, coordinating with the Department of Finance to report funding needs. Guiding schools in making student lists, budget estimates, and budget settlements. Coordinate with the Department of Health and related units to monitor food safety. Check, evaluate, summarize and propose policies for the following years.
Departments: The Department of Finance coordinates with the Department of Education and Training and related units to guide the establishment, allocation, assignment and settlement of support budgets.
Synthesize proposed funding from the Department of Education and Training and People's Committees of wards and communes to report to the City People's Committee; Department of Culture and Sports coordinates to widely disseminate policies to people, organizations and agencies;
The Department of Health guides appropriate nutrition for age. Coordinate inspection and supervision of meal quality and food safety; The State Treasury of Region I guides schools to open accounts, receive and settle funds in accordance with regulations; The Hanoi Tax Department directs tax authorities to inspect and guide tax obligations for boarding services (meals); The City Inspectorate inspects the implementation of policies, handles violations, proposes remedies, and reports to the City People's Committee.
The People's Committees of wards and communes will implement the Resolution at educational institutions in the area. Review the conditions for organizing boarding, send funding reports. Coordinate the inspection of boarding work and implementation of policies in accordance with regulations.
