As reported by Lao Dong Newspaper, the heavy rain lasting from the night of July 31 to August 2, in Dien Bien, caused flash floods and terrible landslides, causing heavy damage to people and property in the mountainous communes of Dien Bien province.

In his first words to Lao Dong, Head of Mua A Thi village said: At around 3am, the Party Cell Secretary and I decided to call and warn households in the dangerous area to evacuate urgently. After that, I and some militia quickly ran to the stream bank area to instruct the people to evacuate to a safe area".

During the days working in flooded areas, the reporter heard many stories that happened in the early morning of August 1. Accordingly, when 72 households and more than 380 people in Hang Pu Xi village, Xa Dung commune were sleeping, the flood began to fall...

If his feelings are not good, Mr. Mua A Trong (35 years old) - Secretary of the Hung Pu Xi Party Cell - cannot sleep. Also worried, the Head of Mua A Thi village could not sleep and picked up the phone to call Mr. Trong.

"After just a few brief exchanges, we decided to evacuate people immediately" - Mr. Trong recounted.

It was the unanimous support of the Party Cell Secretary that gave them more strength, and immediately after that, an emergency warrant was issued.

Mr. Trong, the Head of Mua A Thi village and 5 young men in the village simultaneously called households in the dangerous area, urging households to evacuate urgently.

In the middle of the night, the evacuation took place very urgently. Some carried their children, some carried the young, and others took care of the elderly, all of whom rushed to safety. "If we can't relocate assets, we need to relocate people first, safety is paramount" - Mr. Trong said.

However, not every household has a phone. Immediately, small groups of 2-3 people were formed, divided together holding flashlights, and groups of people walking through the landslide road came to each house to knock on the door and call the people to evacuate.

At that time, 3 elderly people refused to leave, the village secretary and chief had to mobilize healthy young men to take turns carrying the elderly people to safety.

In just about 30 minutes, at more than 3:30 a.m., nearly 94 people from more than 20 families were gathered at a safe location.

At around 5am on August 1, standing high, Hang Pu Xi residents were shocked and saddened when they witnessed each house swept away by the strong flood.

The flash flood in Hang Pu Xi village took the lives of two children, completely swept away 17 houses and severely damaged 5 others.

"In the luck that nearly 100 people escaped death, we are still very heartbroken because we could not save the two children because their parents were not at home. When they discovered that there were still 2 people missing, the brothers returned to save them but could not catch up, the flood came so quickly... - Secretary Trong recalled the horrifying moment.

These days, when charity groups from all over the country come to Hang Pu Xi, Mr. Trong and the village chief are busy in the role of coordinating, receiving and distributing relief goods, ensuring that no one is left behind.

As Party Cell Secretary since 2020, Mr. Trong has always been responsible and dedicated to his work. During the recent flood, his family was lucky not to have their houses affected, but most of the rice was damaged by floods.

When asked about the role of the village chief, the Party Cell Secretary said that Mr. Mua A Thi was honored very well. When making decisions together at a dangerous moment, we just want one thing: that the people are safe.

Speaking with Lao Dong, Mr. Thao A Dua - Vice Chairman of the People's Council of Xa Dung commune (Chairman of the People's Committee of the old Phi Nhu commune) - affirmed that the Secretary of the A Trong Clan is a person with a very high sense of responsibility, always enthusiastic, proactive in work and helping people.

"The fact that the village secretary and chief mobilized a number of people to promptly evacuate nearly 100 people in the village clearly demonstrated the role of leaders, they are shining examples of cadres and party members" - Mr. Dua said.

In recent days, floods and landslides in the North Central and Northern mountainous provinces have killed and left many people missing, houses, schools and maple blossoms were swept away and submerged in mud, affecting local production activities.
