Ho Chi Minh City Police have just sent an official dispatch to the Ho Chi Minh City Department of Education and Training, providing information on the traffic order and safety situation related to students in Ho Chi Minh City.
According to the Ho Chi Minh City Police, in the first 8 months of 2026, the city's traffic police force discovered and handled 7,580 cases of students violating traffic order and safety regulations; temporarily seized 4,665 motorbikes and 1,575 other vehicles.
The main recorded violations include 3,486 cases of underage drivers; 2,022 cases of not wearing helmets; 452 cases of not having a driver's license; 151 cases of alcohol concentration violations.
Functional forces discovered 73 cases of using phones and electronic devices while driving and 54 cases of speeding...
Among the cases of violations, secondary school students had 974 cases, high school 3,505 cases; 875 cases were students who had dropped out of school and 1,078 other cases.
Ho Chi Minh City Police assessed that the traffic order and safety situation related to students is still complicated. In 8 months, the whole city recorded 39 traffic accidents related to students, accounting for 3.5% of the total number of traffic accidents, killing 12 people and injuring 17 people.
Compared to the same period in 2025, the number of traffic accidents involving students decreased by 31 cases, equivalent to 79.4%. Among them, there were 10 accidents caused by students driving electric bicycles and electric motorbikes.
According to the police agency, one of the reasons is that the awareness of law compliance and traffic participation skills of a part of students are still limited.
One issue that the Ho Chi Minh City Police noted is that many parents and students have not correctly distinguished between two-wheeled vehicles running on electric motors.
According to the police agency, it is not possible to just base on whether the vehicle is driven by gasoline or electricity to determine the type of vehicle.
Failure to correctly identify the type of vehicle can lead to violations such as driving a vehicle without registration, not old enough to drive or without a driver's license.
Along with handling violations, the Ho Chi Minh City Police proposed that the education sector strengthen coordination with the police force and families to manage students.
Accordingly, schools are requested to thoroughly grasp 100% of teachers, staff and students' compliance with regulations on traffic order and safety; organize for teachers, staff, parents and students to sign commitments to comply with the law.
The school is also required not to accept motorbike and motorcycle parking for students who do not meet the conditions to drive vehicles within the school grounds. When detecting students violating traffic laws, the school needs to inform the local police force for coordination in handling.
Ho Chi Minh City Police also requested the education sector to coordinate with parents to manage, not to let students who do not meet the conditions drive vehicles to participate in traffic; guide parents to stop and park vehicles to pick up and drop off students at appropriate locations, ensuring traffic safety in front of school gates.
According to the Ho Chi Minh City Police, there are currently 62 schools and educational institutions with complicated traffic situations or related to encroachment and illegal use of roads and sidewalks.
The handling plan is proposed depending on each area, from arranging traffic control forces, guiding parents to stop and park in accordance with regulations to coordinating to handle cases of causing traffic obstruction in front of school gates.
