Hung Yen Provincial People's Committee issued a Decision approving the Overall Plan for arranging public preschool, general education, continuing education, and vocational education institutions in the province.
According to the plan, the arrangement aims to streamline management focal points, improve the operational efficiency of educational institutions, and at the same time ensure that it does not affect teaching and learning. Each commune and ward must ensure at least 1 preschool education institution and 1 general education institution providing sufficient primary and secondary education levels.
The province sets a target to reduce at least 30% of educational institution focal points, localities with favorable conditions reduce about 50% compared to July 1, 2025; encourage the development of large-scale educational institutions. The entire arrangement and streamlining of administrative management focal points will be completed before August 30, 2026.
For schools managed by the commune-level People's Committee, Hung Yen will arrange kindergartens, primary schools and secondary schools to form large-scale peer-to-peer schools according to the model of one main school and multiple school sites. The arrangement applies to kindergartens with 30 or fewer classes, primary schools with 40 or fewer classes and secondary schools with 45 or fewer classes.
The plan also stipulates not to merge kindergartens with general schools; not to merge general schools with vocational education - continuing education centers (GDNN-GDTX); not to arrange specialized educational institutions with mass general schools and not to maintain the high-quality or key secondary school model.
For vocational education and high school, the province maintains Hung Yen Transport Intermediate School; reorganizes Thai Binh Intermediate School for the Disabled into an Integrated Education Development Support Center under the Department of Education and Training, and at the same time transfers vocational training functions to Hung Yen College. Hung Yen maintains the stability of 54 existing high schools, and at the same time reorganizes Hoang Hoa Tham Secondary and High School into a single-level high school.
After completing the arrangement, the whole province still has 460 educational institutions, a decrease of 703 institutions, equivalent to 60.4%. Including 142 kindergartens (a decrease of 304 schools), 140 primary schools (a decrease of 57 schools), 111 secondary schools (a decrease of 76 schools), 10 vocational and continuing education centers (a decrease of 10 centers), 54 high schools, 1 intermediate school and 1 inclusive education center. Inter-level primary and secondary schools will no longer exist after implementing the arrangement plan.
