According to press reports, the Soc Son protection forest area and Kim Anh commune are becoming hotspots for construction order violations.
On August 7, 2026, the Hanoi City Party Committee Office issued Official Dispatch No. 1030-CV/TU, conveying the directing opinions of the Standing Committee of the City Party Committee.
According to the official dispatch signed by Deputy Chief of the Hanoi City Party Committee Office Pham Quang Hung, the Standing Committee of the City Party Committee assigned the Hanoi City People's Committee Party Committee to lead the City People's Committee to direct the inspection and verification of reflected information, clarify violations and responsibilities of relevant collectives and individuals, strictly handle them according to legal regulations (if any), and soon have a written response to the press.
Assign the Hanoi City Police Party Committee to lead the City Police to grasp the situation, clarify signs of related violations, and strictly handle them according to the provisions of law (if any).
In addition, the City Party Committee's Inspection Committee is assigned to supervise the leadership, direction and handling of responsibilities for Party organizations and leading cadres related to violations (if any). The results of implementation must be reported to the Standing Committee of the City Party Committee before August 20, 2026.
On the same day, the Office of the Hanoi People's Committee issued Document No. 16124/VP-NNMT, announcing the direction of Vice Chairman of the Hanoi People's Committee Bui Duy Cuong.
According to the direction, relevant units must urgently inspect and review all cases of violations in the management and use of forest land and construction order in the Soc Son area; strictly handle violations, not allowing more illegal constructions to arise.
Vice Chairman of Hanoi People's Committee Bui Duy Cuong assigned the Department of Agriculture and Environment to preside over and coordinate with Kim Anh Commune People's Committee and related units to organize inspections and clarify new violations that have arisen. In case violations are detected, units must strictly handle them according to regulations, and report the results to Hanoi People's Committee before August 15, 2026.
