Hung Yen implements free textbook policy according to new regulations

Hung Yen - Hung Yen Provincial People's Committee directs the implementation of the policy of free textbooks according to new regulations of the Government.

Hung Yen Provincial People's Committee has directed opinions on the implementation of Decree No. 271/2026/ND-CP of the Government stipulating the exemption of general education textbooks and tuition fee exemption, subject curricula, national defense and security education at higher education and vocational education institutions.

According to the direction of the Provincial People's Committee, the Department of Education and Training is responsible for directing educational institutions to propagate, disseminate and organize the full and correct implementation of the policy of free textbooks, free tuition and subject curricula according to Decree No. 271/2026/ND-CP.

At the same time, the Department of Education and Training shall preside over and coordinate with the People's Committees of communes, wards and related units to review the number of students, the demand for textbooks in the whole province, and the estimated implementation cost.

Based on Official Dispatch No. 1246/NXBGDVN dated July 21, 2026 of the Vietnam Education Publishing House on deploying free textbooks to serve the 2026-2027 school year and subsequent years, the department advises the Provincial People's Committee to develop a plan to implement free general education textbooks, ensuring compliance with actual conditions.

In addition, the Department of Education and Training strengthens guidance, inspection, and supervision of the implementation of support policies at educational institutions; promptly remove difficulties and obstacles or summarize and report to the Provincial People's Committee for contents beyond their authority.

The Provincial People's Committee also assigned the Department of Finance to closely coordinate with the Department of Education and Training to develop the Plan of the Provincial People's Committee and the draft Resolution of the Provincial People's Council on implementing free general education textbooks.

At the same time, the Department of Finance presides over and coordinates with the Department of Education and Training to advise the Provincial People's Committee to balance the budget to ensure resources for implementing policies according to Decree No. 271/2026/ND-CP; guide and inspect the preparation of estimates, procurement, management and use of textbooks in accordance with the law on state budget, bidding and management of public assets.
