Textbooks are free of charge from July 2026

Article 6 of Decree No. 271/2026/ND-CP stipulates the exemption of fees for general education textbooks and tuition fees, curriculum for national defense and security education subjects at higher education and vocational education institutions (effective from July 3, 2026) stipulates the list and number of textbooks exempted from use as follows:

1. Textbooks that are free of charge in this Decree belong to the list of textbooks decided by the Minister of Education and Training to be used uniformly nationwide and converted textbooks or alternative learning materials suitable for the cognitive abilities of disabled students.

2. At the beginning of each school year or semester, each student is borrowed 01 set of full textbooks for subjects/educational activities (hereinafter referred to as subjects) corresponding to the classroom curriculum. Students are obliged to return the set of books to the school library for management after the end of that school year or semester.

3. For students transferring schools

a) Transferred students are responsible for fully returning the textbooks they borrowed to the educational institution where they transferred before the time of completing school transfer procedures.

b) The educational institution where students are transferred is responsible for arranging and lending students supplementary textbooks from the date of receiving students to study, ensuring that students' learning is not interrupted.

Thus, textbooks that are free of charge are textbooks belonging to the list of textbooks decided by the Minister of Education and Training to be used uniformly nationwide and converted textbooks or alternative learning materials suitable for the cognitive abilities of disabled students.
