On March 21, the Department of Education and Training of Hung Yen province requested to strengthen the construction of a safe, healthy, friendly educational environment, and prevent and combat school violence.
This move was taken in the context of the recent emergence of a number of cases of school violence in various forms, not only between students but also between teachers and students, teachers and teachers.
These behaviors include physical and mental violence, discrimination and especially cyberbullying. Some cases have had serious consequences, negatively affecting students' psychology and reducing social trust in the educational environment.
The Department of Education and Training assessed that the causes stem from the fact that some localities have not decisively intervened; some educational institutions are still lax in management; prevention and detection work is not timely; moral education and life skills are still formalistic; the responsibility of a part of management officials and teachers has not been fully promoted.
Faced with the above situation, the Department requests to enhance the role and responsibility of heads of educational institutions in the work of preventing and combating school violence. Heads must be directly and comprehensively responsible to the Director of the Department and the law for incidents occurring within their management scope; and at the same time ensure security and safety of schools and strictly implement democracy regulations.
Units are required to synchronously deploy early and remote prevention measures; regularly review, detect and promptly overcome existing problems; build processes for receiving, processing, and reporting cases clearly on responsibility, time and results. Information receiving channels such as hotlines, email boxes, Zalo groups, and school counseling rooms must operate substantively, not formally.
School psychological counseling is emphasized, requiring educational institutions to focus on fostering skills for officials and teachers in early detection and timely intervention in manifestations of deviation from standards and self-harming behaviors. At the same time, promote life skills education for students, especially skills in emotional control, conflict resolution and civilized behavior in the online environment.
For incidents that occur, the head of the educational institution must report within 24 hours to the Department and local authorities, absolutely not covering up or avoiding; handle them in accordance with regulations, in case there are signs of legal violations, they must be transferred to functional agencies. Information provision must also ensure compliance with regulations, avoiding media crises.
The Department of Education and Training also proposed that the People's Committees of communes and wards coordinate to direct the work of preventing and combating school violence; and at the same time take the results of implementation as an important criterion in evaluating emulation and ranking educational institutions and heads.
Previously, after Lao Dong Newspaper's reflection on the case of a 7th grade female student in Quang Hung commune who had to be hospitalized for emergency treatment suspected of drinking pesticide, the Department of Education and Training of Hung Yen province also issued an urgent directive, requesting the locality and the school to urgently review the entire diễn biến of the incident, clarify the cause, the health condition of the student as well as the responsibilities of the related parties.
Accordingly, this student has a special circumstance when she is orphaned of both parents, currently living with her paternal grandparents. Recently, she is said to have been teased, isolated and under prolonged psychological pressure. Although she has passed the critical condition, her psychology is still unstable.
