The Ministry of Education and Training (MOET) said that the Government has issued Decree No. 60/2025/ND-CP (Decree 60) dated March 3, 2025 amending and supplementing a number of articles of Decree No. 116/2020/ND-CP dated September 25, 2020 (Decree 116) regulating policies to support tuition and living expenses for pedagogical students.
One of the new points is that the state will support by allocating estimates, according to budget decentralization, eliminating the method of bidding for teacher training. Localities with a need for teachers can assign tasks (to affiliated teacher training institutions) or place orders with other schools.
Decree 60 also clarifies the responsibilities of relevant parties such as the Ministry of Education and Training, the Ministry of Finance, the Provincial People's Committee, teacher training institutions, learners, etc. in implementing policies; especially clarifying the responsibility to ensure funding to implement support policies for pedagogical students.
At the same time, provide clearer guidance on the procedures for paying compensation for cases that need to be compensated according to regulations; the responsibility of teacher training institutions, agencies assigning tasks and orders for pedagogical students in coordinating with agencies and individuals in paying support funds and recovering compensation funds; the responsibility of learners in implementing the commitment to compensate for funds.
According to Decree 116, pedagogical students under the social need training program; assigned tasks, placed orders or bid, are exempted from tuition fees and supported with living expenses of VND 3.63 million per month.
Within two years after graduation, they must work in the education sector, with twice as long working time as the training program. Otherwise, they will have to return all support costs.
The Ministry of Education and Training assessed that after 3 years of implementing the policy of supporting tuition and living expenses for pedagogical students, the number of candidates and parents interested in teacher training majors has increased; the rate of candidates applying for admission, admission scores and admission rates have increased sharply; contributing to improving the quality of teachers.
However, in reality, there are still many problems and difficulties such as: Localities committed to placing orders but did not implement, leading to delay in paying funding; regulations on bidding for teacher training without specific instructions; some localities are facing difficulties and do not have enough funding to support currently studying pedagogical students; the training of pedagogical students and the recruitment of students after graduation into the education sector are not synchronous; the monitoring of funding compensation has not been given detailed instructions...
Therefore, the new regulations in Decree 60 will help universities and pedagogical students receive more timely and complete funding, thereby studying with peace of mind and improving the quality of the teaching staff.
This also overcomes some limitations, such as the difficult situation of the locality, not having enough funding to support pedagogical students or unclear bidding regulations.
