The Ministry of Education and Training said that the Prime Minister has approved the Planning for the network of higher education and pedagogical institutions for the period 2021-2030, with a vision to 2050.
Accordingly, by 2030, the number of universities training teachers will be 48-50 schools. The training scale of this group is 180,000-200,000 students, including 85% at the undergraduate level and 15% in college.
Key higher education institutions for teacher training include 2 key pedagogical universities and 12 other higher education institutions under the Ministry of Education and Training, national universities and regional universities, playing a core role in this network. This group accounts for about 64% of the national teacher training scale.

Higher education institutions under the Provincial People's Committee and a number of other public higher education institutions have a tradition of pedagogical training participating in teacher training and fostering in many fields, accounting for about 30% of the national teacher training scale, mainly serving local needs.
Some higher education institutions with strengths in technology, forestry, language, physical education, sports, and arts participate in training teachers in special pedagogical majors, accounting for about 6% of the national teacher training scale.
Regarding the plan to arrange and develop teacher training institutions, Hanoi National University of Education and Ho Chi Minh City National University of Education will be upgraded and developed as national key higher education institutions for pedagogical subjects.
Universities of physical education, sports and art will be merged into a pedagogical school or a multi-disciplinary university; or merged, combined with each other or with a school specializing in those fields.


Pedagogical colleges will be merged into pedagogical universities or multi-disciplinary schools; or merged or consolidated with other educational institutions in the locality.
Technical universities have been restructured into multi-disciplinary and multi-disciplinary schools with a focus on technology and engineering, but continue to play a core role in training teachers and lecturers in vocational education, to meet the requirements of developing a network of vocational education institutions.
