Khanh Hoa plans to exempt textbooks for more than 440,000 students

Khanh Hoa - The locality is developing a policy of free textbooks for students from the 2026 - 2027 school year, with an estimated cost of more than 78.6 billion VND in 3 years.

On August 26, Khanh Hoa Provincial People's Committee said that it had just submitted a report to the Provincial People's Council on the draft Resolution on implementing the policy of free textbooks for students in the area from the 2026-2027 school year.

According to the draft, the policy of free textbooks will be applied from the 2026 - 2027 school year to general education students and learners at educational institutions in Khanh Hoa province.

Subjects eligible for policies include learners under the General Education Program, the Continuing Education Program for secondary school level, high school level and the Illiteracy Eradication Program.

The issuance of the resolution aims to reduce the burden of tuition fees for families, especially poor households, near-poor households and families in difficult circumstances; students from ethnic minority areas, mountainous areas, and extremely difficult areas.

In addition, the policy is expected to create conditions for all students to have full access to textbooks right from the beginning of the school year, contributing to improving the quality of education and implementing the goal of fair access to education.

According to Khanh Hoa Provincial People's Committee, the estimated budget for implementing the policy of free textbooks in the period 2026 - 2028 is more than 78.6 billion VND.

The funding source for implementation includes local budgets according to the decentralization of the state budget, the central budget supplemented with targets and other sources of funding, aid, and legal socialization funds.

Khanh Hoa province currently has 800 educational institutions, including 728 public educational institutions and 72 non-public educational institutions, with about more than 440,000 students of all levels.

If approved, the free textbook policy will be implemented from the 2026-2027 school year, aiming to ensure that students in the province have enough textbooks to serve their studies right from the beginning of the school year.
