Social networks are buzzing with a post from a Facebook account in a group reflecting: "The story only exists at Loc Hoa Elementary School, my child is studying. Year-end bonus but cutting 7,500 VND for each child to print certificates of merit... I thought certificates of merit were the school's task to print for the children. Is this like buying certificates of merit...".
Parents believe that although the amount of money is not large, the school's behavior is causing outrage. Notably, the poster also reflected that certificates of merit in other competitions are also deducted, causing some students to be deducted repeatedly from 2 to 4 times.
Regarding the incident at Loc Hoa Elementary School, on June 3, in an exchange with a reporter from Lao Dong Newspaper, the leader of Dong A Ward People's Committee, Ninh Binh province said: "The information spread online is incorrect. The reward for students is organized by the school's parents' representative board and the parents' representative boards of the classes; and the cost of printing certificates of merit is taken from the budget.
According to the leader of Ninh Binh Department of Education and Training, according to regulations, the expenses for commendation (including money for buying certificate blanks and printing) are already included in the school's regular operating budget. Therefore, the school and the Parents' Representative Board are not allowed to collect any money from students or parents to make certificates of merit.
