The project to renovate and repair the headquarters of Phin Ngan Commune People's Committee (old) into Phin Ngan Ethnic Minority Boarding Primary and Secondary School, Bat Xat commune is being implemented with a total investment of 45.5 billion VND, to meet the learning and living needs of highland students.
According to the Bat Xat Regional Construction Investment Project Management Board, the project was started on December 29, 2025.
The implemented capital source includes 18.015 billion VND from the National Target Program for socio-economic development of ethnic minority and mountainous areas, and 27.485 billion VND from the central and provincial budgets supplemented to the commune level.

The project is implemented through three main construction packages. In which, package No. 07 implements the construction of boarding houses for students, kitchens, renovation of administration buildings and auxiliary items; package No. 08 builds classroom buildings and department rooms; package No. 09 constructs and installs fire prevention and fighting systems.
The items are undertaken by Phuc Anh Construction Co., Ltd. and 19-8 Construction Co., Ltd.
According to a report by the Project Management Board, contractors have been advanced about 29 billion VND to serve the purchase of materials, mobilize machinery, labor and direct costs for construction.

On March 5, according to Lao Dong's records, at the construction site area, units are deploying many tasks to serve the initial construction phase.
Machinery and equipment are mobilized to carry out ground preparation, pile pressing and construction material gathering. Some worker teams are also carrying out foundation items, creating a premise for the deployment of the next tasks.
Representatives of the Bat Xat Regional Construction Investment Project Management Board said that the construction process initially encountered difficulties due to complex geological conditions in the area, test piles not reaching depth and design pressure, forcing the unit to review and adjust the foundation plan.
However, the Project Management Board also requested contractors to focus more manpower and equipment to speed up construction progress in the near future.

Local people also expressed their expectations when the project was implemented.
Mr. Vang A Cho (resident of Bat Xat commune) said that investing in renovating the commune headquarters into a school will help students have a more stable learning environment, especially during the rainy season when travel in the highlands is difficult.
People really hope to have a spacious school soon so that children have better places to study. With semi-boarding areas, students far away also have less difficulty traveling," Mr. Cho shared.

According to Chairman of Bat Xat Commune People's Committee Nguyen Manh Hung, contractors must mobilize sufficient manpower and machinery according to the approved bidding documents, and at the same time only use skilled workers with appropriate practicing certificates for technical items.
The Chairman of Bat Xat Commune People's Committee also emphasized that construction machinery and equipment must have complete legal documents and inspection certificates as prescribed.
The Project Management Board needs to strengthen inspection and supervision of the site, not accepting or paying for construction volumes that do not meet the requirements for manpower, equipment and progress.

According to the plan, the project is expected to be completed in August 2026, contributing to improving teaching and learning conditions for teachers and students of Phin Ngan Ethnic Minority Boarding Primary and Secondary School.
