The Phong Hai Secondary School construction project (phase 1) has a total investment of more than 32 billion VND, started at the end of 2024.
After more than a year, the main items have been completed, opening up great expectations for a better learning environment for nearly 900 students, mostly children of ethnic minorities.
However, due to the lack of capital for phase 2 implementation, a series of essential items are still lacking: multi-purpose buildings, subject classrooms, playgrounds and auxiliary systems. Therefore, the project has not yet been put into operation and is at risk of being forgotten.
After many working sessions and discussions, the Chairman of Lao Cai Provincial People's Committee issued a document agreeing in principle to allow the implementation of the multi-purpose house project and auxiliary and exterior items of Phong Hai Secondary School (phase 2 is expected to have a total investment of 19.6 billion VND).
Lao Cai Provincial People's Committee assigned the Bao Thang Regional Construction Investment Project Management Board (the investor) to be responsible for urgently directing the contractor to soon complete the project according to the approved schedule; organize acceptance, handover, put the project into use and finalize according to regulations.

Phong Hai Commune People's Committee presides over and coordinates with relevant units to organize a thorough review of the plan to arrange the network of educational institutions in the area; thoroughly review the investment needs for facilities for Phong Hai Secondary School, facility 2 to ensure investment savings, avoid waste and promote efficiency.
On April 24, in an exchange with Lao Dong Newspaper, Mr. Dang Ba Sy - Principal of Phong Hai Secondary School - said: Facility 1 of the school currently has 873 students, of which many classrooms have deteriorated, the area is cramped, especially the semi-boarding area for more than 200 students.
Some rooms have to arrange 2 children in one bed. Winter is cold, summer is hot, and the rainy season is humid. Such conditions greatly affect the children's studies.
“The information that phase 2 of the project is about to be implemented, teachers and students are very happy and wish to be transferred to the new school before the 2026-2027 school year. At that time, the organization of teaching at the 2 facilities will be more convenient, and students will have a better and safer learning environment,” shared teacher Dang Ba Sy.
Many parents also expressed their desire for the project to be completed soon and put into use so that ethnic minority children can study in better conditions, reducing difficulties, especially during the rainy and storm season.
