Disagreement on resettlement plan
As Lao Dong Newspaper has reported, the road project from Son Duong to Tan Trao has a total investment of 420 billion VND, with implementation time from 2023 - 2026.
After a long period of construction, there are still some households living within the project area. The failure to agree on a resettlement arrangement plan has caused many families to not be able to relocate and have to accept living in hardship next to the construction site.
According to PV's investigation, the people's disagreement stems from the land area received at the resettlement area and the difference in money to be paid.
According to the initial plan, each household will receive 2 land plots in the settlement area with an area of 200m2. The difference to be paid ranges from 10 - 30 million VND.
However, up to now, the plan has changed, each household only received 1 land plot with an area of 100m2, the difference to be paid is up to hundreds of millions of VND.
People believe that receiving only 100m2 cannot meet living conditions, while the amount of land use fees to be paid is too large.
Mr. Lanh Hong Doan (Cau Quat village, Son Duong commune) said that his family has 14 people, of which he is eligible to separate into 4 households, and the recovered land area is more than 1,000m2.
The initial plan when implemented was that each household would receive 2 plots with an area of 200m2 in the Tan Phuc resettlement area. At that time, the resettlement form could be considered land exchange, only needing to pay tens of millions of VND in land use fees.
Now the plan has changed, each household will only receive 1 plot of 100m2, and must also pay 200 million VND in difference," Mr. Doan said.

Also according to Mr. Doan, changing the resettlement arrangement plan makes people very disadvantaged. The land area is too small while having to pay a very large difference.
When there is a project, people are very supportive. However, it is necessary to clarify the compensation plans and resettlement arrangements to meet the living conditions of the people. As it is now, we have both lost old land and spent a large amount of money to buy resettlement land," Mr. Doan complained.
Similarly, Mr. Lanh Van Sy (Cau Quat village, Son Duong commune) said that his family still does not agree with the resettlement arrangement plan.
Initial measurements show that my family was recovered 400m2 of residential land, the plan is to allocate 2 200m2 plots in the resettlement area, and pay a difference of 22 million VND.
Now the plan has changed again, the family is only allocated 1 plot with an area of 100m2, the difference to be paid is 200 million VND," Mr. Sy said.


Also according to Mr. Sy, it is necessary to clarify the resettlement arrangement plan for people at the Son Duong to Tan Trao road project. If only 1 plot with an area of 100m2 is received, it will be very difficult when the family has up to 6 people.
Avoid leaving people at a disadvantage
Mr. Nguyen Duc Hau (Secretary of the Party cell, head of Cau Quat village) said that the locality currently has 8 households that have not been relocated due to disagreements with the compensation and resettlement plan.
The initial plan was that each household would get 2 plots, almost like land for exchange, only having to pay a small difference to relocate. Now we have to pay a difference of hundreds of millions.
There are houses with many people but only 100m2, and they pay a lot of money, so people do not agree," Mr. Hau said.
Also according to Mr. Hau, people's questions are well-founded. Going to a new place of residence requires paying a lot of land use fees, not to mention construction costs. The nature of resettlement to a new place of residence must be better than the old place of residence, but like this, people are very disadvantaged.


Talking to a reporter from Lao Dong Newspaper, Mr. Vu Thai Thinh - Director of the Project Management Board for Investment and Construction of Son Duong area (representative of the investor), said that compensation for site clearance is being implemented slowly, with many obstacles, so people have not agreed, which also affects the construction process.
There are households that lost 400m2 of residential land, but the land fund development center only allocated 1 plot of 100m2. In rural areas, there are 400m2, but now going out here and allocating 100m2, they cannot live there," Mr. Thinh said.
Also according to Mr. Thinh, the unit has also researched that if households meet the conditions to separate households (from 2 generations or more), it is necessary to consider allocating more resettlement land for people.
