Reasons why universities remove or reduce admission quotas based on high school transcripts

In 2025, many universities announced that they will eliminate or reduce admission quotas based on high school academic results (based on transcripts).

In 2025, the National Economics University plans to maintain 3 admission methods stable compared to 2024, including: Direct admission (2%); combined admission (83%) and admission based on high school graduation exam results in 2025 (15%, down 3% compared to 2024).

With the method of using the high school graduation exam results in 2025, the National Economics University will only use 4 combinations: A00 (Math, Physics, Chemistry), A01 (Math, Physics, English), D01 (Math, Literature, English) and D07 (Math, Chemistry, English) instead of 9 combinations as in 2024.

Since 2024, the National Economics University has eliminated the method of admission based on academic records. The reason given by the school is that over the years, the school has realized that most of the excellent students in specialized schools (the group eligible for admission based on academic records) are eligible for admission based on international certificates or private exam scores. Therefore, eliminating the method of admission based on academic records will reduce the virtual rate, because a candidate can use many methods.

Ho Chi Minh City University of Industry and Trade plans to reserve a maximum of 20% of its enrollment quota for considering high school transcripts in the 2025 admission season, a 10% decrease compared to 2024.

Explaining the reduction in admission quotas based on academic records, Mr. Pham Thai Son - Director of the Center for Admissions and School Communications - said that the academic records of public and private high schools are often uneven, with a large gap. This leads to unfairness in admission.

In 2025, Ho Chi Minh City University of Industry and Trade will reserve 50-60% of its admission quota based on high school graduation exam scores. The rest of the quota is expected to be based on the competency assessment scores of Ho Chi Minh City National University and Ho Chi Minh City University of Education.

Regarding the admission combinations, the school plans to use no more than 4 combinations for each major, with Mathematics being the main subject. For Economic Law, English Language and Chinese Language, the main subject is Literature. Informatics can be included in the admission combinations for the majors of Information Technology, Information Security and Data Science.

Admission based on high school transcripts is one of the early admission methods used by universities. This method is chosen by many candidates to increase their chances of being admitted to university. However, from 2024, many schools such as Hanoi Medical University, Hanoi University of Science and Technology; Ho Chi Minh City University of Law... will not consider admission based on transcripts.

The reason given is that this admission method is difficult to ensure fairness. High school transcripts can be manipulated to “beautify” them for university admission.

On the side of the Ministry of Education and Training (MOET), at the Higher Education conference last August, Minister Nguyen Kim Son said that early admission has a negative impact on general education in the final stage of this level of education.

Students who are admitted early will not study anymore, which is very harmful. In addition, this makes the remaining quotas small, the scores very high, creating inequality in the opportunity to enter good universities.

The Minister emphasized that schools with high autonomy in enrollment does not mean they can do whatever they want. Autonomy must be within the framework of regulations. Therefore, in the coming time, the Ministry of Education and Training may have to regulate.

According to statistics from the Ministry of Education and Training, universities currently use more than 20 different admission methods. This is because the Law on Higher Education allows universities to be autonomous in their admissions.

However, the Ministry of Education and Training has repeatedly encouraged schools to use high school graduation scores for admission because it believes it is more reliable, less costly, and ensures fairness.
