After the merger, Ho Chi Minh City will become the locality with the largest school scale in the country, with more than 3,500 educational institutions at all levels, more than 2.5 million students and over 100,000 teachers.
Faced with the above reality, the Department of Education and Training has divided into 16 clusters of schools for professional management.
Accordingly, each professional cluster includes schools of wards and communes. The principal will be a prestigious, experienced, and professional principal at that level. The Department's plan will be sent to schools through the professional cluster.
Each professional cluster includes schools from kindergarten to high school, vocational education - continuing education centers.

Mr. Nguyen Bao Quoc - Deputy Director of the Department of Education and Training said that this school year, the Department will promote the autonomous operation of the professional cluster.
In which, it promotes decentralization of management of the activities of professional clusters, assigning the priority to the head of the professional cluster.
By monitoring the overall activities of units in 16 professional groups, the department will grasp the situation and record abnormalities, difficulties and problems to promptly guide and resolve them.
In addition, the department will also record effective educational activities to limit for other units to study and share experiences together.
