Conditions for opening tutoring classes at home
Mr. Le Manh Hung graduated from university in engineering, is a freelance tutor, has never taught in any school. Mr. Hung asked the Ministry of Education and Training: If I want to tutor at home (small group of 5-7 students), in addition to business registration and tax registration, do I have to have any additional papers or legal procedures?
Regarding this issue, the Ministry of Education and Training said that tutoring and extra classes outside the school are clearly stipulated in Article 6 of Circular No. 29/2024/TT-BGDĐT dated December 30, 2025. In the case of Mr. Le Manh Hung, organizing tutoring and extra classes outside the school to collect money from students must meet the following requirements:

- Business registration according to the provisions of law;
- Publicize on the electronic information portal or list at the place where the tutoring facility is headquartered about the subjects being organized for tutoring; tutoring time for each subject according to each grade level; location, form, time of organizing tutoring and extra classes; list of tutors and tuition fee levels before enrolling tutoring and extra classes (according to Form No. 2 in Appendix attached to Circular No. 29/2024/TT-BGDDT).
- Must ensure good moral qualities; have professional competence suitable for the subject participating in tutoring.
Fire prevention and fighting regulations
In addition to procedures and requirements for opening tutoring classes at home, regulations on fire prevention and fighting are also contents that people are interested in.
Ms. Dinh Thi Yen opened a tutoring business on the 2nd floor of her house, in the form of 1 teacher and 1 student individually. The number of students per day is 5 children, the room area is 24 m2. She asked if she needs to register for a fire prevention and fighting certificate, or just need to equip fire extinguishers, regulations, commands, and signs?
Regarding this issue, the Ministry of Public Security said that according to the provisions of the Law on Fire Prevention, Fighting and Rescue, Appendix I attached to Decree No. 105/2025/ND-CP dated May 15, 2025 of the Government detailing a number of articles and measures to implement the Law on Fire Prevention, Fighting and Rescue, the above-mentioned establishment is not subject to fire prevention and fighting management.
At the same time, legal documents on fire prevention, fighting and rescue do not stipulate that establishments must register for a fire prevention and fighting certificate, but must ensure fire prevention and fighting safety conditions for houses combined with production and business according to the provisions of Article 21 of the Law on Fire Prevention, Fighting and Rescue.
