The Ministry of Education and Training (MOET) has just issued Circular No. 13/TT-BGDDT dated March 9, 2026 on amending and supplementing a number of articles of the High School Graduation Exam Regulations (THPT) issued together with Circular No. 24/2024/TT-BGDDT dated December 24, 2024 of the Minister of MOET.
Accordingly, the 2026 high school graduation exam will continue to remain stable as in 2025. The format, structure of the exam questions and sample exam questions have been announced since 2024, remaining stable for both 2025 and 2026.

The new Circular only adjusts some contents to ensure conformity with the 2-level local government management model, the arrangement of provincial-level administrative units, the rearrangement of the inspection apparatus; and at the same time continue to promote the application of information technology in the stages of organizing exams.
According to the Ministry of Education and Training, Circular No. 13/TT-BGDĐT has 6 outstanding new points, specifically as follows:
First, amend regulations related to inspection and examination in the Exam to ensure consistency with the transfer of education inspection departments at all levels to the Government Inspectorate and Provincial Inspectorate.
Second, adjust some regulations and procedures for organizing the exam to ensure more appropriateness and convenience for units in the context of rearranging the management unit of the 2-level local government and rearranging the administrative unit of the provincial level.
Accordingly, the exam registration dossier is only stored at the general education school; integrating the exam notification and exam card into a single type, which is the "Exam Notification" issued by the general education school where the candidate submits the exam registration dossier; and integrating the Temporary Graduation Certificate and Exam Result Certificate into the "Exam Result Certificate", issued by the general education school where the candidate submits the exam registration dossier.
Third, reduce the time to receive applications for re-examination to announce the re-examination results earlier, and at the same time facilitate the enrollment work of higher education and vocational education institutions.
Fourth, adjust the re-marking process to enhance efficiency and quality; accordingly, it is stipulated that all exam papers with changes in scores during the re-marking process must be subject to dialogue.
Fifth, adjust the priority areas in a direction suitable to the 2-level local government model and consistent with the priority subjects in enrollment work, creating favorable conditions for the review of units right from the registration stage.
Sixth, continue to strengthen the application of information technology in exam organization; in which optimize data transfer between exam councils and the Ministry of Education and Training through the exam management system, reduce manual work (such as sending CDs by post), contributing to increasing processing speed.
After issuing this amended and adjusted Circular, the Ministry of Education and Training will issue guidelines for organizing the Early Examination in March, and at the same time organize training on exam regulations and nghiệp vụ for all 34 departments of education and training of localities.
