Mr. Nguyen Trong Giao (Lam Dong) is a 4th grade teacher, concurrently in charge of homeroom. He teaches a total of 23 periods/week including: Mathematics 5 periods, Vietnamese 7 periods, Experiential activities 3 periods, Science 2 periods, History geography 2 periods, Ethics 1 period, has to tutor other classes 1 period, homeroom 2 periods.
According to Article 4 of Circular No. 05/2025/TT-BGDĐT, primary school teachers have a teaching norm of 23 periods/week.

Regarding the time reduction regime for homeroom teachers, according to Article 6 of Circular No. 05/2025/TT-BGDĐT, homeroom teachers are entitled to a reduction of 4 teaching hours/week compared to the above norms to perform homeroom duties (class management, parent meetings, class activities, student monitoring, records... ).
Mr. Giao asked, primary school teachers who are homeroom teachers only have to perform 19 teaching periods/week, right? And at the same time, they must fully perform homeroom work according to regulations, right?
Regarding this issue, the Ministry of Education and Training said that the working regime for general education and university preparatory teachers is implemented according to the provisions of Circular No. 05/2025/TT-BGDDT dated March 7, 2025 of the Minister of Education and Training. Accordingly, from April 22, 2025, the average teaching time per week for primary school teachers is 23 periods; teachers assigned as homeroom teachers are reduced by 4 teaching periods/week (this reduced number of periods is used to perform the tasks of homeroom teachers according to regulations).
Based on the above regulations, primary school teachers assigned as homeroom teachers have an average teaching period of 19 periods per week, a reduction of 4 periods compared to primary school teachers not assigned as homeroom teachers, and must fully perform the tasks of homeroom teachers as prescribed in the Charter of the primary school.
