Mr. Nguyen Vinh Phuc is a worker and has a child attending a private kindergarten. Mr. Phuc asked: "Are children of workers in industrial parks who attend private kindergartens eligible for subsidy policies according to Decree No. 105/2020/ND-CP dated September 8, 2020 of the Government regulating policies on preschool education development? If so, what are the documents and procedures and which agency should I contact to resolve the issue?
Regarding this issue, the Ministry of Education and Training (MOET) said:
Private kindergartens are preschool educational institutions in the national education system as prescribed by the 2019 Education Law.
According to Clause 1, Article 8 of Decree No. 105/2020/ND-CP dated September 8, 2020 of the Government regulating the policy on preschool education development, the beneficiaries of the policy are "children studying at private preschools licensed by competent authorities to establish and operate in accordance with regulations, whose parents or caregivers are workers or employees working in industrial parks with enterprises signing labor contracts in accordance with regulations".
According to the provisions of Clauses 2, 3, 4, Article 8 of Decree No. 105/2020/ND-CP, private and non-public preschools are responsible for receiving application dossiers for policy subsidies, submitting them to competent authorities for approval and carrying out policy payment procedures.
The Ministry of Education and Training recommends that citizens contact the preschool where their children study for guidance and resolution.
Regarding the subsidy policy for preschool children who are children of workers and laborers working in industrial parks, Clause 2, Article 8 of Decree 105/2020/ND-CP stipulates as follows:
Children subject to the provisions of Clause 1, Article 8 are supported with a minimum of 160,000 VND/child/month. The support period is calculated based on the actual number of months of study, but not exceeding 9 months/school year.
The support level is established by the Provincial People's Committee in accordance with the local budget capacity, and submitted to the People's Council at the same level for consideration and decision.
Accordingly, the current subsidy level for preschool children of workers and laborers in industrial parks is 160,000 VND/month.
The duration of the benefit is based on the actual study time, but not more than 9 months.
