On August 23, the People's Committee of Nghe An province said that it had issued a document requesting the Department of Education and Training and the People's Committees of communes and wards to focus on implementing the arrangement of educational institutions, ensuring completion before August 30, 2026.
In Official Dispatch No. 10619/UBND-TH, Vice Chairman of Nghe An Provincial People's Committee Thai Van Thanh assigned units and localities to strictly implement the conclusion of Deputy Prime Minister Le Tien Chau on the progress of arranging educational institutions.
The arrangement must ensure the correct procedures and regulations, promptly stabilize the organization and teaching and learning activities after arrangement, and fully prepare the conditions for the 2026-2027 school year.
According to Conclusion Notice No. 439/TB-VPCP dated August 19, Deputy Prime Minister Le Tien Chau requested localities to implement drastic but cautious, scientific, reasonable, and humane arrangements; avoid being mechanical and formalistic.
The goal of the arrangement is not only to reduce focal points but also to improve the quality of education and management efficiency, especially in large-scale facilities with many classes, many school sites or many levels of education.
Localities must urgently consolidate the organizational structure, review the team of management officials, teachers, and staff after arrangement. The arrangement of management officials to become teachers must be based on professional training, subjects, levels of education and the ability to meet professional requirements, not arranged just to solve the surplus quantity.
For redundant officials, teachers, and staff, policies must be implemented for the right subjects, in accordance with regulations, publicly and transparently; and at the same time avoid losing people with capacity and experience.
Localities are also required to complete the handover of dossiers, finances, assets, facilities and data; complete procedures for seals, accounts and administrative activities so that educational institutions after arrangement can operate stably immediately.
Previously, on August 20, the People's Committee of Nghe An province issued Decision No. 3805/QD-UBND, approving the overall plan for arranging public educational institutions in the province. According to the plan, Nghe An will arrange and merge 647 kindergartens, primary schools and secondary schools, expected to reduce 48% of the number of focal points; after arranging, the whole province will have 244 kindergartens, 295 primary schools, 171 secondary schools and 36 primary and secondary schools.
In 21 land border communes, the province will establish 21 boarding primary and secondary schools based on arranging some existing schools; and at the same time dissolve and merge remote school sites that do not meet minimum material facilities standards.
