Vinh Long Provincial People's Committee has just issued Plan No. 12519/PA-UBND on arranging public preschool, general and continuing education institutions in the province.
According to the plan, the whole province is expected to have 584 educational institutions, a decrease of 672 focal points, equivalent to 53.5% compared to July 1, 2025.
Specifically, preschool and kindergarten still have 160 schools, a decrease of 209 schools; primary school still has 205 schools, a decrease of 244 schools; secondary school still has 115 schools, a decrease of 196 schools; high school still has 89 schools, a decrease of 17 schools.
Three continuing education centers are rearranged; the whole province still has 15 vocational education - continuing education centers.
According to statistics as of July 1, 2025, the whole province has 1,256 public preschool, general and continuing education institutions, including 369 preschools and kindergartens; 449 primary schools; 311 secondary schools; 106 high schools; 3 continuing education centers and 18 vocational education - continuing education centers.
Educational institutions are organized according to 2 models including a large-scale single-level school with branches, school sites and a large-scale multi-level general education school.
Each school has a principal, vice principals and a common administrative - personnel department. Depending on the scale and geographical distance, each branch can be arranged with a vice principal in charge of the total assigned staff.
The arrangement aims to restructure the school network in accordance with the 2-level local government model, population size and population distribution; and at the same time improve the quality of education, investment efficiency and management capacity.
According to the plan, each commune and ward must have at least one preschool education institution and one general education institution providing sufficient primary and secondary education levels.
The plan is not to merge kindergartens with general schools; general schools with continuing education centers, vocational education - continuing education; specialized educational institutions with mass general schools.
The arrangement prioritizes schools at the same level or near each other, ensuring students' learning rights, without increasing geographical barriers and travel costs. At the same time, the staff is restructured in the direction of reducing management staff and increasing direct teaching staff.
The Department of Education and Training coordinates with departments, branches and People's Committees of communes and wards to develop specific projects according to decentralization, completing the arrangement before August 30, 2026 for implementation in the new school year.
Educational institutions must ensure that teaching and learning activities are not interrupted, and hand over dossiers, assets, facilities and personnel according to regulations.
