Accordingly, at the beginning of the school year, when the scale of schools, the number of students, classrooms, the need for facilities... were not stable, the Department of Education and Training respectfully requested the Chairmen of the People's Committees of communes and wards not to approve the plan to mobilize funding for educational institutions under their management.
At the same time, the Department requires educational institutions not to arbitrarily mobilize, collect, or implement sponsorships and contributions in any form.
In order to promptly rectify and thoroughly handle cases of collection and expenditure in violation of regulations in schools, the Department of Education and Training also requires units under the Department to seriously implement and recommends that Chairmen of People's Committees of wards and communes pay attention to directing relevant departments and offices to strengthen inspection and supervision of the implementation of revenues and expenditures for the 2025-2026 school year.
The Department will also strengthen inspection and supervision. At the same time, resolutely strictly handle collectives and individuals who intentionally violate State regulations, violate policies, or set up fees contrary to current regulations.
Previously, socialized fees were voluntary fees and were often implemented by schools at the beginning of the new school year. According to regulations, before implementation, the Department requires schools to assess the current status of facilities, investment portfolios, and the lives of local people... to develop a plan to mobilize funding.
Before collecting, for preschool to secondary school, the implementation plan must be approved by the People's Committee of the commune or ward; for high schools and other educational institutions under the Department, it must be approved by the Department of Education and Training.
