On March 1, information from the People's Committee of Hue City said that the Department of Education and Training of the city has drafted a "Decision regulating extra teaching and learning in Hue City" and is collecting comments from agencies, organizations and individuals.
Accordingly, the draft "Decision regulating extra teaching and learning in Hue City" was publicly posted on the website of the Hue City People's Committee's Electronic Information Portal. Agencies, organizations and individuals can comment on this website.
The time for collecting opinions is extended until March 27, 2025.
According to the draft regulations on extra teaching and learning of Hue City, the People's Committees at the district level are responsible for managing extra teaching and learning activities in the area. At the same time, direct the Department of Education and Training to manage extra teaching and learning activities in the area, fully implement this regulation and Article 10 of Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Ministry of Education and Training.
The People's Committee at the district level also directs the business registration agency to guide business households, cooperatives and individuals on documents, order and procedures for business registration; issue Business Household and Cooperative Registration Certificates; revoke Business Household and Cooperative Registration Certificates according to the provisions of law.
For principals and teachers who are teaching at school, when participating in extra teaching outside of school, they must ensure compliance with regulations; coordinate monitoring and inspection of extra teaching activities outside of school. At the same time, the principal is responsible to the direct management agency for the quality of extra teaching and learning in schools, as well as the management and use of funds to organize extra teaching and learning according to regulations.
In addition, the principal is responsible for receiving and handling opinions, recommendations, and wishes of students and parents on extra teaching and learning before and during the implementation process.
Regarding inspection and examination, extra teaching and learning activities are subject to inspection by state inspection agencies according to the provisions of law and are subject to inspection by education management agencies and state management agencies at all levels according to decentralization.
Regarding the handling of violations, educational institutions, extra-curricular facilities, organizations and individuals who violate regulations on extra-curricular teaching and learning, depending on the nature and severity of the violation, will be handled according to current regulations of law.
The head of an agency, organization or unit with cadres, civil servants, and public employees who violate regulations on extra teaching and learning, depending on the nature and severity of the violation, will also be handled according to regulations.
