As of March 31, Ninh Binh province has 1,460 kindergartens, general schools, vocational education centers and continuing education (GDNN - GDTX), a decrease of 147 schools compared to the end of the 2024 - 2025 school year. In which, a decrease of 45 kindergartens, 45 primary schools, 76 secondary schools and 2 GDNN - GDTX centers; an increase of 21 inter-level primary and secondary schools.
According to a report by the Ninh Binh Provincial Department of Education and Training (GDĐT), after arranging the education network in Ninh Binh province, facilities at some educational institutions and schools are still limited, many schools in crowded wards and communes do not have enough minimum area. Many schools have expired national standards but facilities have deteriorated and do not meet the conditions for re-recognition.
The facilities of Vocational Education - Continuing Education centers are still very limited. The minimum teaching equipment according to the 2018 Program and supplies and toys for preschool children under 5 years old are still lacking and not synchronized.
Currently, the whole province has 15 primary schools and 1 secondary school in 10 wards and communes exceeding the maximum class size according to the regulations of the Ministry of Education and Training (calculated according to the maximum number of students/maximum class according to each level of education).
The whole province has 29 schools, kindergartens, primary schools, and secondary schools with small scale, below the standard according to the regulations of the Ministry of Education and Training (calculated according to 70% of the maximum student population/class according to each level of education); there are 80 kindergartens, primary schools, and secondary schools with small scale, below the standard according to the regulations of the Ministry of Education and Training (calculated according to 85% of the maximum student population/class according to each level of education).
The lack of minimum teaching equipment according to the 2018 General Education Program is still lacking and not synchronized; some educational institutions, especially in central wards, still have limited campus areas, making it difficult to expand in a short time, which are difficulties for educational institutions and schools after rearranging the education network in Ninh Binh.
Ms. Ha Lan Anh - Vice Chairwoman of Ninh Binh Provincial People's Committee - said that the province is implementing a Project to ensure facilities for public preschool, general education, and continuing education institutions in Ninh Binh province in the period 2026 - 2035.
The general objective of the Project is to focus investment resources, ensure facilities and teaching equipment for public educational institutions in the province in a synchronous, modern, and national standard direction.
The project also sets a minimum school area target for all levels of 20m2/child, student. The total minimum school area for preschool is 3,000m2, primary school is 5,000m2, secondary school is 6,000m2; high school is 20,000m2 and continuing education center is 15,000m2.
At the same time, build and supplement enough classrooms to meet the standard of 1 class/1 classroom at all levels of education, the proportion of solid classrooms reaches 100%, sufficient number of subject classrooms, serving learning, libraries and toilets. Focus on investing in STEM/STEAM practice and experience classrooms, play spaces, physical training environments...
Regarding the roadmap for implementing the Project, it is divided into 3 phases: Phase 2026 - 2028, focusing on building additional classrooms to replace all semi-permanent classrooms. At the same time, building new, renovating, and repairing student toilets to meet requirements.
In the period 2028 - 2030, newly build, renovate, and repair classrooms, subject classrooms, multi-purpose buildings, functional rooms, and complete the conditions on facilities to recognize schools meeting national standards. In the period 2031 - 2035, continue to invest in new construction and renovation and repair of facilities for educational institutions to meet teaching requirements according to regulations.
