Over the past time, the work of arranging and streamlining the apparatus and educational institutions has been implemented drastically and synchronously, helping to focus resources and improve management efficiency, ensuring the learning rights of students.
After implementing the arrangement of educational institutions, as of March 31, Ninh Binh province has 1,460 kindergartens, general schools, and vocational education - continuing education centers (a decrease of 147 schools compared to the end of the 2024 - 2025 school year).
In which, a reduction of 45 kindergartens, 45 primary schools, 76 secondary schools and 2 vocational education - continuing education centers; an increase of 21 inter-level primary and secondary schools. The total number of preschool children and general education students is over 954,000 students.
The total number of managers, teachers, and staff (educational officials) is 58,681, of which public and non-public are 57,547. The teaching staff has made outstanding progress in professional qualifications, with the rate of meeting standards at all levels of education being very high, from 91.5% to 100%.
The education infrastructure system is concerned with investment in the direction of modernization and solidification with the rate of solid classrooms reaching 99%. The rate of schools meeting national standards reaches 96%.
Talking to a reporter of Lao Dong Newspaper, a representative of the leaders of Ninh Binh Department of Education and Training, said that there is currently a shortage of 2,772 education officials in the province compared to the staffing target assigned for the 2025-2026 school year. Of which, 163 staff are under the management of the Department and 2,609 staff are under the management of the commune-level People's Committee.
The Department of Education and Training of the province has developed a plan to recruit teachers for educational institutions in 2025 but has not been implemented due to the implementation of the plan to merge educational institutions in the province according to the direction of the Central Government and the Ninh Binh Provincial Party Committee.
Currently, the Department is presiding over and coordinating with the Commune People's Committee to focus on reviewing the team of civil servants in the education sector to complete the recruitment plan for public educational institutions according to the assigned staffing targets" - said a representative of the leadership of Ninh Binh Provincial Department of Education and Training.
To overcome the difficulty of teacher shortage, Ninh Binh has been and is implementing a number of solutions such as, localities create conditions for educational institutions that do not have enough staff to implement teacher contracts to ensure the operation of schools.
In case there are no contract teachers, it is implemented to mobilize and arrange teachers to teach inter-school classes in nearby areas, in accordance with the actual situation of the staff, ensuring that there are teachers teaching enough subjects according to regulations.
