Although in 2025, the province approved 8,987 targets for promotion of professional titles and most of them for the education sector, however, due to problems with the allocation rate and structure, many teachers still have to continue to wait.

For example, Thieu Hoa district currently has 207 promotion targets, of which preschool level accounts for 176 targets. However, Official Dispatch No. 64/BNV-CCVC dated January 5, 2024 of the Ministry of Home Affairs stipulates that public service units are only allocated a maximum of 10% of Grade I and 50% of Grade II civil servants.
According to the representative of the People's Committee of Thieu Hoa district, if the school has achieved or is close to the rate of Grade II civil servants, it will not be proposed for further. This causes many teachers to qualify but not be considered, which is very disadvantageous.
A principal of a kindergarten in Thanh Hoa City said that she has been ranked II since July 2008, but after more than 17 years she has not been considered for promotion to Grade I, even though she has fully met the requirements for working time, almost double the requirements. This delay has caused her to suffer from income disadvantages and she is always in a state of anxious waiting.
Mr. Ta Hong Luu - Deputy Director of the Department of Education and Training of Thanh Hoa - said that the Department is only a coordinating unit, not having direct authority in considering civil servant promotion. This authority belongs to the Department of Home Affairs.
According to the representative of the Department of Home Affairs of Thanh Hoa province, in recent years, the Department has advised the Chairman of the Provincial People's Committee to organize the consideration of promotion for teachers at all levels. In 2019, 7,421 teachers were promoted; in 2020, there were 1,281 people.
In 2023, implementing the Circulars of the Ministry of Education and Training, the Department of Home Affairs coordinated with the Department of Education and Training to guide the People's Committees of districts, towns and cities to organize the implementation of appointment from the old professional title to the new professional title for the teaching staff.
In 2025, the People's Committee of Thanh Hoa province approved the promotion target. In particular, the consideration of preschool teachers grade III (collegged salary) to grade II (colleged salary) is under the authority of the People's Committees at the district, town and city levels.
Also according to the representative of the Department of Home Affairs, in the coming time, when the two-level local government model and the Law on Teachers are officially put into operation and the National Assembly passes, the Department will continue to coordinate with the Department of Education and Training and related units to advise the Provincial People's Committee to issue a Project to consider promoting professional titles from Grade III to Grade II and from Grade II to Grade I for civil servants in the education sector in the area.
