In the past few days, information has appeared on social networking platforms about more than 900 teachers in Bac Ha, Lao Cai province being eliminated from the emulation review list due to not fully paying the charity fund.
On June 12, speaking with reporters, Mr. Nguyen Minh Thuan - Deputy Director of the Department of Education and Training of Lao Cai province confirmed and said that the unit is directing the emulation and reward department under the Department to grasp information.
Mr. Dang Cong Hai - Chairman of the People's Committee of Bac Ha district affirmed to Lao Dong that the district's actions were not wrong.
According to Mr. Hai, the amount of money contributed is only a few tens of thousands, not large, and the district has mentioned it many times, but many schools have ignored it and have not implemented it. Up to now, only 19/57 schools have paid enough funds.
"The Department of Education's proposal is to finalize the funds before May 27, but the district has transferred them until June 4 but many schools still do not submit. Compensation funds, temporary house removal funds, flood funds, poor funds... are mandatory. Each type is only a few tens of thousands of dong, not much is worth it.
According to the principle, they must pay enough funds to be considered, not just pay 1 or 2 types. This is the social responsibility of schools".
Mr. Hai also said that the above funds are for 2024, and the units have been reminded simultaneously from January to February, and have also been reminded again on June 4.
According to the district chairman, the reward ranges from 700,000 to 3 million VND per person. If teachers in his district are rewarded, he will be even happier, there is no reason to make things difficult.
This is a general regulation of the whole province, not just Bac Ha district, teachers who do not submit but the district closes its eyes to review, which is wrong.
"I have to follow the law, but I can't be sincere. Therefore, I am extending and urging the units to synthesize before June 30 to consider a second award," the Chairman of the People's Committee of Bac Ha district added.
Meanwhile, the People's Committee of Bac Ha district has also sent an official report to the People's Committee of Lao Cai province regarding the above incident. In the report, the locality affirmed that it had complied with regulations.
The report shows that in the recent emulation review, 923/1,439 collectives and individuals proposed awards in the 2024-2025 school year that were not eligible, with the reason of not participating in social and charity work launched by agencies, units and localities.
"Therefore, the reward for collectives and individuals in the 2024-2025 school year of Bac Ha district has been implemented in accordance with the Central Emulation and Reward Law and the Decision of Lao Cai Provincial People's Committee as well as regulations and guiding documents for superiors" - the report stated.
It is known that Bac Ha district is continuing to direct relevant units to review the implementation of paying all types of charity funds launched by the district to be rewarded in the second round.
