The whole province has 29 small-scale, sub-standard kindergartens, primary schools, and secondary schools according to the regulations of the Ministry of Education and Training (calculated according to 70% of the maximum student population per class according to each grade); there are 80 small-scale, sub-standard kindergartens, primary schools, and secondary schools according to the regulations of the Ministry of Education and Training (calculated according to 85% of the maximum student population per class according to each grade).

The lack of minimum teaching equipment according to the 2018 general education program is still lacking and not synchronized; some educational institutions, especially in the central ward areas, are still limited in terms of campus area, difficult to expand in a short time are difficulties in arranging the education network in Ninh Binh.
In addition, Ninh Binh province currently lacks 5,967 teachers at all levels compared to the quota of the Ministry of Education and Training. This puts great pressure on schools when implementing 2-session teaching/day. The management of extra classes and extra classes outside schools is still facing difficulties due to the lack of strong enough sanctions.
Ms. Ha Lan Anh - Vice Chairwoman of Ninh Binh Provincial People's Committee said that the biggest difficulty in arranging the network of educational institutions today is that the arrangement and arrangement of teachers and staff at schools far apart will not be uniform, making management and administration difficult.
Along with that are difficulties in organizing common activities, affecting the safety and travel time of students, trainees and teachers, staff. Investment in facilities at schools after the merger to ensure teaching and learning will be spread out, not concentrated.
As of December 26, Ninh Binh province has completed the arrangement from 12 schools to 6 schools in some communes and is continuing to implement according to the roadmap, expected to arrange from 150 - 200 small-scale schools in the near future.
Regarding solutions in the coming time for the arrangement of educational institutions, Vice Chairman of Ninh Binh Provincial People's Committee said that the province will continue to widely disseminate the guidelines and policies of the Party, State, Ministry of Education and Training and the province on implementing the arrangement of educational institutions in Ninh Binh province in the new situation.
