According to the Department of Education and Training of Ho Chi Minh City, the arrangement of public universities, colleges, and secondary schools in the city is in principle to ensure the provision of public career services to meet the needs of people in the fields of higher education and vocational education.
Units after the arrangement have facilities to ensure compliance with current legal regulations, identified according to key training areas to focus on investing in advanced and modern training equipment, avoiding spreading.
In particular, the principle of maintaining the status quo, it is necessary to ensure the following criteria: Being a financial autonomous unit of group 2 or higher; Organizing training for the major without any other training unit; Ensuring college standards on minimum land area.
Reorganize with units that do not meet the criteria.
Regarding implementation criteria: Merging schools with the same training field; Merging schools with low enrollment results into schools with higher enrollment results; Merging schools with nearby residential areas.
In the reorganization, when merging colleges into universities: According to regulations, universities are granted certificates of registration for vocational education activities, organized for training at vocational education levels (colleges, intermediate levels), therefore, after the merger, universities can continue to train the professions of the colleges and maintain the rights of managers, lecturers, employees and learners of the merged colleges.
Regarding the merger of intermediate schools into colleges: After receiving the merger of intermediate schools, colleges are granted a Certificate of registration for vocational education activities in the professions of intermediate schools (if there is no training at the time of merger), therefore, after the merger, colleges can continue to train and ensure the rights of managers, teachers, employees and learners of the merged intermediate school.
According to the proposed plan of the Department of Education and Training, Ho Chi Minh City will keep 3 universities; reorganize Saigon University on the basis of merging Ba Ria - Vung Tau Pedagogical College. For colleges and secondary schools, keep 6 schools; arrange 13 colleges and 17 secondary schools. After the arrangement, there are 3 universities, 17 colleges and 1 secondary school under the Department of Education and Training.
It is expected that after the arrangement, the whole city will have 256 public service units in the education sector, currently the entire education sector has 279 units under the Ho Chi Minh City People's Committee and the Department of Education and Training.
