In the 2025 - 2026 school year, the Ninh Binh provincial education sector will deploy tasks in a special context when implementing the merger of the three provinces of Ninh Binh, Nam Dinh and Ha Nam. This is a big challenge in organizing the apparatus, managing and operating, and at the same time an important opportunity to restructure the education system in the direction of streamlining and efficiency, meeting new development requirements.
Ms. Ha Lan Anh - Vice Chairman of Ninh Binh Provincial People's Committee said that after the merger, the province's educational network was expanded with 1,607 schools and educational institutions, including 1,570 public schools with more than 28,500 classes and over 954,000 preschool children and students at all levels.
The vocational education system includes 39 institutions and a diverse network of community learning centers, foreign languages... basically meeting the learning needs of students.
The whole industry currently has more than 58,000 managers, teachers and staff. The rate of teachers meeting the training standards according to the 2019 Education Law at most levels is high, especially at high school and continuing education levels is 100%. In vocational education, there are more than 3,100 cadres and teachers with relatively solid professional qualifications, many of whom have postgraduate qualifications, and are the core force in training human resources for the locality.
School facilities continue to receive investment, with about 99% of classrooms reinforced; 96% of public kindergartens and general schools meeting national standards. The equipping of teaching equipment according to the 2018 General Education Program has been implemented synchronously, but at some levels of education, especially primary and secondary schools, the level of response is still limited, and it is necessary to continue to prioritize resources.
Along with organizational stability, Ninh Binh province is implementing the arrangement and reorganization of the network of educational institutions in accordance with the 2-level local government model. Based on the overall review, Ninh Binh province is gradually streamlining focal points, overcoming the situation of disruption, prioritizing the development of schools in densely populated areas, industrial parks and rapid urbanization areas.
At the same time, merge and rename a number of educational centers to improve operational efficiency. The reorganization process is carried out according to a suitable roadmap, associated with land planning, investment in facilities and strengthening decentralization of management, ensuring the learning rights of students.
The arrangement of educational institutions is implemented by Ninh Binh province to overcome shortcomings in the school network, especially for educational institutions that do not meet the mandatory regulations of the industry. The core goal of the arrangement is to organize teaching and management more effectively and conveniently.
"The arrangement must be done carefully, with a clear roadmap, absolutely not interrupting teaching and learning activities, especially during the time students are studying in the middle of the semester. Not because of the need for arrangement but causing great disruption, affecting the learning rights of students" - Vice Chairman of Ninh Binh Provincial People's Committee Ha Lan Anh affirmed.
