Quang Ninh Department of Construction has just issued a plan to implement Decision No. 2662/QD-UBND dated July 23, 2026 of the Provincial People's Committee on approving the Project on transporting students to school by electric bus in Ha Long, Hong Gai and Ha Tu wards in the 2026-2027 school year.
According to the plan, the Department of Construction will take the lead in developing financial plans and cost estimates for project implementation; proposing mechanisms to support student transportation activities and encouraging organizations and businesses to invest and provide services.
The Department is also responsible for completing the operating organization plan and requirements for routes, student pick-up and drop-off points, vehicles, personnel, management procedures, and technology application safety. These contents should be completed before August 10, 2026.
The selection of service providers is presided over by the Department of Construction, including building dossiers and organizing the selection of service providers according to regulations. Check vehicle conditions, human resources, and technology systems before operation. Completion deadline before August 20, 2026.
The People's Committees of Ha Long, Hong Gai and Ha Tu wards are responsible for reviewing and determining the locations of pick-up and drop-off points for students; investing in, renovating and completing technical infrastructure.
The three localities must also develop traffic organization plans at school gates and pick-up and drop-off points, with the coordination of Quang Ninh Provincial Police. Completion deadline before August 15, 2026.
Regarding the parking lot item, Ha Tu Ward People's Committee and the parking lot operator will complete the investment according to the project before August 10, 2026. In case the official parking lot is not completed, the units must arrange temporary parking lots to meet operating needs.
Quang Ninh Power Company is responsible for completing the investment and upgrading of the power supply system to the parking lot before August 15, 2026.
Service providers must complete the investment in transformer stations, charging stations and related technical items before August 30, 2026.
Quang Ninh Department of Education and Training directs educational institutions to review the demand for service use, compile the list of registered students; provide information on the number of students, residential areas and study time.
On that basis, the units will coordinate to adjust the route, develop schedules, plans for picking up and dropping off students and determine the appropriate scale of vehicles. The needs review must be completed before August 10, 2026.
The plan also requires research on application of student recognition software, online data sharing between operating units, schools and parents.
The Department of Science and Technology guides and supports the application of technology, digital transformation; connects information between operating units, schools and parents to ensure information security and data sharing. Completed before August 25, 2026.
