In Cao Xanh ward, there are currently 26 slow-progress projects. Through review, the main reasons for slow-progress projects are obstacles in investment policies; land allocation and lease; financial obligations; site clearance work; inspection and examination conclusions and due to the capacity of the investor.
Inspecting the reality of some slow-progress projects in the area, Mr. Quan Minh Cuong - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Quang Ninh Provincial National Assembly Delegation - requested to resolutely and strictly handle slow-progress projects.
Do not let slow-progress projects affect people's lives, affect business confidence, affect the investment and business environment of the province, affect the rights and cooperative interests of businesses and people, affect the environmental landscape, causing waste of social resources.
In which, for the Hon Gac Tourist Area project invested by INDEVCO Group JSC, the Provincial Party Secretary requested the Provincial Inspectorate to immediately conduct an inspection of the project; on that basis, propose a handling plan; resolutely prevent the situation of slow progress from continuing to be prolonged.
The Provincial Party Secretary directed that an inspection decision must be issued immediately tomorrow (June 12) and a conclusion within 30 days; if the enterprise is right, the state agency is responsible and requests the enterprise to implement it immediately; if the enterprise is not right, it must be resolutely recovered immediately.
Regarding urban infrastructure investment projects of FLC Group JSC, Construction Joint Stock Company 507, the Provincial Party Secretary emphasized that these are projects that have been delayed for many years, causing waste of land resources, affecting the urban face and the development of the locality.
Therefore, functional agencies must quickly get involved in verifying and clarifying the capacity of the investor as well as the problems and obstacles in the project implementation process and the responsibilities of the related parties; resolutely implement recovery if the project continues to be behind schedule.
Regarding the project of investing in construction - infrastructure business of Cao Xanh - Ha Khanh C new urban area invested by Bien Dong Project Development Joint Stock Company, the Provincial Party Secretary requested that in addition to completing infrastructure items, the investor must have measures to handle the situation of two secondary investors jointly contributing capital on one land plot.
Mr. Quan Minh Cuong also noted that, besides economic benefits, businesses must also put prestige and social responsibility first; must closely coordinate with local authorities and functional agencies in the process of resolving existing problems and obstacles of the project.
