Regarding the case of Mr. Pham Minh Trung - Vice Principal of An Thanh Secondary School (Van Duc Commune, Gia Lai Province) - being accused of abusing his power and behaving in an inappropriate manner, on December 24, the People's Committee of Van Duc Commune said that after verification, it was determined that Mr. Trung had seriously violated the regulations of the school and the inspection process of the Ministry of Education and Training.
Vice Principal abuses power, seriously violates inspection procedures
According to parents' feedback, at around 1:50 p.m. on October 2, when students in grades 8A3 and 9A1 were in first grade, Mr. Trung suddenly entered the classroom and asked the teacher to stop teaching, and let the students go to the schoolyard to clean up because the morning shift area of these 2 classes still had garbage and leaves. At the same time, teachers are required to teach compensation in the 5th class on the morning of October 6.
In a Natural Science class 6A1, Mr. Trung went into the class to check the plan and teaching equipment, then loudly asked Ms. H.T.B.H to stop teaching and go to the office, causing teachers and students in the class to worry and stress...
In response to these reflections, Mr. Trung affirmed that he did not abuse his power or behave in an inappropriate manner as reflected in the petition.
"I only request to stop teaching and suggest that teachers consider the awareness and responsibility of students in cleaning the school. I did not directly take students to the toilet, only reminded teachers to do it. I also did not scream or raise a voice at Ms. H. when checking the lesson. What I do is for the common work, not for personal reasons," Mr. Trung explained.
However, through verifying the complaint, the People's Committee of Van Duc commune determined that Mr. Trung violated the school's regulations on working hours for students; violated the teaching regulations approved by the Principal, when he asked classes 8A3 and 9A1 to stop teaching halfway to go to the toilet.
Mr. Trung checked Ms. H.'s teaching hours and asked this teacher to stop teaching hours due to not having teaching equipment, which was not in accordance with the approved inspection plan, violating internal inspection procedures and order according to the instructions of the Ministry of Education and Training. At the same time, he violated professional regulations by not paying the lesson plan to Ms. H. but conducted an inspection and made a record of the violation.
This behavior shows that Mr. Trung has abused his authority, because he has not been assigned or authorized by the Principal to conduct the inspection.
Mr. Trung conducted the inspection without an inspection decision, had not sent the inspection decision to Ms. H., and had not yet developed an inspection plan. During the inspection, Mr. Trung only went alone, not making a record at the time of inspection but assigning it to someone else. These acts seriously violate the inspection process according to the regulations of the Ministry of Education and Training.
Clarifying the responsibility of the Principal, considering disciplining the Vice Principal
The People's Committee of Van Duc commune found that Mr. Trung's request for classes to stop teaching so that students can clean up and stop teaching for Ms. H. affected the students' right to study; affected the honor of teachers teaching in classes 9A1, 8A3, 6A1.
In addition, according to the teachers' reflections, in many meetings at the school, Mr. Trung had a loud attitude, bullied, and spoke inappropriately. Some cases have been admitted by Mr. Trung himself. This shows that Mr. Trung has repeatedly behaved in an impolite manner as a teacher, violating the school's rules of communication and behavior.
From the above violations, Chairman of Van Duc Commune People's Committee Nguyen Hoai Nguyen requested An Thanh Secondary School to organize a review and clarify the responsibility of Mr. Le Van Dung - Principal of the school - as the head of the unit in leadership and direction, leading to many violations. On that basis, propose a form of handling Mr. Dung's responsibility according to regulations.
Assign An Thanh Secondary School to organize a review meeting to clarify Mr. Trung's responsibility for the above violations, and at the same time propose disciplinary action according to regulations.
Requested the Principal of An Thanh Secondary School to organize a review meeting for Ms. Nguyen Thi Thanh Toan - teacher, member of the school's Inspection Board - for not complying with the procedures and regulations when conducting the inspection and making a record of Ms. H.
